Specifications include, but are not limited to:The Commonwealth of Massachusetts Department of State Police is interested in procuring a rotary wing Unmanned Aerial System (UAS). The UAS will be utilized by MSP Special Operations and will need to be approved by the Federal Aviation Administration (FAA) and meet all federal certificates of authorization, regulations, mandates and laws governing unmanned aerial systems. Products and services (identified in this section and other RFR sections) are to include, but are not limited to: unmanned aerial system, related supplies, accessories, and services. The selected vendor should be aware that the UAS will need to be used in both densely populated and rural areas and will need to provide the following:The system must be able to take off and land vertically.The system must be able to hover and stare while in the air.The system must be able to target and hold visual feed on a defined target GPS position.The system must be able to identify and return GPS locations of any object in video feed in real-time.The system must have an automatic land and automatic take off capability.The system should be capable of staying airborne for at least thirty (30) minutes to one (1) hour before recharge.The system should weigh less than ten (10) pounds.The entire system, including ground control station, battery, payload and air vehicle, must be man packable and hand carried by a single operator.The air vehicle system, including control of air vehicle and control of camera, must be able to be operated by a single operator.Must use a standard map based system such as Google Maps or Microsoft Bing Maps as a navigational control tool.System must include sufficient batteries and charging capabilities to allow for continuous operation.System must use a standard Windows based tablet for the ground control station to mitigate integration risks.Must have an operating temperature range of -31F to +122F.Turnaround time of system must be less than two minutes.Set up and launch time of system must be less than three minutes.System must have ability to create maps in real-time for consistent flight operations in the absence of available maps.Airborne system must have ability to automatically track and follow ground operator/base control station for convoy or follow-me based operations.System must be weather-proof and able to operate in both rain and snow.Camera must offer both Electro-Optical (EO) and Infrared (IR) on the same payload.Thermal IR must offer both white hot and black hot options.Thermal IR must have a minimum resolution of 640x480px.EO camera must offer High Definition (HD) quality video and minimum fifteen (15) Mega Pixel (MP) or greater still images.Still images must be able to be streamed to the operator while the system is in the air.Real-time video stream from air vehicle to operator must be streamed in digital format.Must be able to encrypt digital video stream.Video stream and telemetry must share the same single frequency channel.Photographs taken by aerial vehicle must be automatically geo-reference including date, time, and Global Positioning System (GPS) coordinates, and Exchangeable Image File Format (EXIF) data of all photos taken.System must have video, imagery, flight data and log information stored on removable memory storage for easy data access, transfer, and processing.Payloads must be stabilized for maximum image and video quality (3 axis preferred).Must be able to multi-cast digital video out to multiple recipients such as a centralized command and control office, mobile devices, or computers over a digital network.Parts such as arms, legs and payloads must be interchangeable in the field without tools, allowing for in the field maintenance.System must be able to be remotely supported including in the field software upgrades.Flight logs must be automatically recorded. Flight logs must include date, time and location of flight, complete flight path and any faults encountered during the flight.Waypoints in flight plan must be able to be specified in at least Military Grid Reference System (MGRS), lat/long decimal degrees, lat/long decimal seconds.System must have built in fault tolerance including:-If low battery situation arises, system will automatically fly-If loss of communication between air vehicle and ground control station, system will automatically fly back to home position and land-If user defined wind thresholds are exceeded, system will automatically fly back to home position and land
