Specifications include, but are not limited to:As approved in the Cooperative Title V grant Partnership for Advancing Health Professionals, BigBend Community College will hire an independent external evaluator. The purpose of the evaluation isto provide an assessment of progress towards goals and objectives at both institutions, Big BendCommunity College and Columbia Basin College (sub awardee) as well as program compliance. Theevaluator will review baseline data, data collection methods, and interpret results and implications ofthe data analysis.The evaluator will perform a two day on-site summative evaluation at Big Bend Community Collegethat will include a meeting with the grant personnel of the sub-awardee, Columbia Basin College. Prior to the site visit, the evaluator should be familiar with the grant project, goals, and objectives. During the site visit, the evaluator should be prepared to meet with grant staff, accounting staff, institutionalresearch, executive leadership, and deans at each college. The evaluator will also review paperworkand financial records to assess program compliance. This will include reviewing how purchases,travel, and time and effort are documented to support progress toward objectives.The evaluator will provide a summative evaluation for the grant project year and produce a writtenevaluation report following the visit. The evaluation report following the annual evaluation visit is toinclude the following:Part 1: Overview of progress in attainment of project goals and objectives.Part 2: Suggestions for improving project performances where strengths and challenges of the projectare noted. Particularly, recommendations that will support strong project success.Part 3: Recommendations regarding project compliance with applicable federal regulations.Part 4: Summary statement.Part 5: Any other areas that are noted in the course of the evaluation.
