Specifications include, but are not limited to:The Community Programs (the division) unit within the OBH operates as a division within the CDHS. It currently includes a program section, licensing section, data section, and fiscal and contracts section, with many competing priorities and overlapping areas of responsibility. The vendor will assess the organizational structure and recommend changes, if needed, to the division to optimize performance to meet the changing policy environment and needs of its customers.The assessment will include, at minimum the following critical components:Review of the Divisions purpose, mission, vision, business objectives, and performance.Review of key documents related to the structure, policies, governance, and performance.Interviews with Division management staff and key stakeholders focused on operational procedures.Examination of the responsibilities related to its role as the federally designated state authority for mental health and alcohol and drug abuse.Assessment of the Division's structure in relationship to emerging roles, responsibilities, and requirements.Assessment of roles and functions of positions in each subsection and comparison of the position description for each position.Identification of gaps in skills needed by the Division and possible mismatches in roles or skills of existing staff.Completion of an operations and business practice benchmark assessment for the Division as compared to similar operations within the CDHS and at least two external state departments.Comparison of employee compensation versus private sector counterparts.Deliverables will include at a minimum:A detailed project plan for implementing recommendations and timeline for attaining critical benchmarks and project completion.Bi-weekly project status reports for review by Division and Office leadership.Monthly status report that can be distributed to staff and stakeholders.Attendance at regular project team meetings.
