Specifications include, but are not limited to:The awarded Bidder shall design, develop, implement, host, and maintain both a collections management solution and contract management solution (collectively referred to as the Solutions). The awarded Bidder shall act as an external Project Management Office, developing and overseeing the implementation of the Solutions.Collections Management SolutionThe Departments Financial Services Center acts as the financial arm which offers accounts payable and accounts receivable services including collections, grant management and reporting, budgeting, and business intelligence services.The Department has an immediate need for a management tool [specifically Microsoft Dynamics] to manage collections. This tool will allow the collections group to better manage interaction, follow-ups, and payment planning with thousands of providers and customers. The Collection Management Solutions tool procured through this RFP must allow the Department to 1) better manage interaction, follow-ups, and payment planning with thousands of providers and customers; and 2) address federal audit findings that have resulted in exclusion from a critical Federal program. The Department anticipates the Collections Management Solutions tool will allow the Department to return millions of [taxpayer] dollars to the Department, to help fund critical programs which are designed to benefit Maines most vulnerable citizens. Contract Management SolutionThe Departments Division of Contract Management (DCM) exists to provide support to the Department in all aspects of the procurement process starting with RFPs, continuing on to contract processing, and through the rest of the contract lifecycle. Each fiscal year, DCM facilitates approximately one hundred (100) RFPs and administers over one thousand (1,000) contracts and amendments. Administration of contracts include drafting and legal review of contract language, identifying and aligning services to the appropriate funding source, tracking the contract document through appropriate approvals, and ensuring timely payments through the contract lifecycle.DCM has an outdated management tool that is used for recording RFP and contract information, as well as technical assistance for contract development and management. The immediate need is for 1) a Contract Management Solutions tool [specifically Microsoft Dynamics] to replace the current Microsoft Access solution; 2) implement workflow processes; 3) have better integration into other technology solutions; 4) reduce human error; 5) implement better tracking; and 6) and improve processing efficiencies.
