Specifications include, but are not limited to:The contractor shall provide an office location, facility, and parking suitable for the license office in compliance with the following requirements:General License Office and Location Requirements The license office must:Be located within the geographic location specified in Attachment 1;Be furnished and operated by the contractorBe clean, professional, organized, smoke-free, and adequately heated and air conditioned. With the exception of service animals, animals shall be prohibited on license office premises;Comply with the Americans with Disabilities Act Amendments Act of 2008 (ADAAA) and Missouri Human Rights Act, and all regulations promulgated thereunder (additional information can be found in the Code of Federal Regulations (CFR), Title 28, Parts 35 and 36);Have access to a restroom (public or non-public) with adequate plumbing. A public restroom within the license office facility that is ADAAA compliant is preferred;Be in a location that is safe and easy to find and that is not a personal residence;Be owned, leased, or rented by the contractor;Provide access for delivery of inventory by a semi-tractor or trailer or other large truck; andProvide suitable and sufficient parking for customers within the immediate proximity of the license office and which is ADAAA compliant and easy to access.The contractor must provide a minimum of one (1) parking space that is ADAAA compliant for every twenty-five (25) total parking spaces, or portion thereof.To the extent possible, the parking should be:Off-street with easy access in and out;Free;A solid surface (paved, asphalt, etc.); andAs close as possible to the public entrance of the license office for safe and easy walking or wheelchair access by customers.The contractor shall ensure that the parking area and any sidewalks for the license office are maintained and cleared prior to the start of each operating day, or as soon as possible in the case of snow or ice accumulation.License Office Size/Floor Space The contractor must provide the areas listed below in the license office. Refer to Attachment 1 for the minimum square footage requirements and recommendations.Customer waiting area with sufficient space, as required in Attachment 1, for customers to wait for service, with adequate seating for customers who are elderly or have a disability.Public customer service working area with sufficient space to accommodate the workstation(s) and license office clerks, so that the license office clerks may assist customers face-to-face with transactions at the customer service counter or desk(s). The area must be big enough to accommodate the number of motor vehicle and driver license workstations specified in Attachment 1, and any contractor-provided motor vehicle workstations specified in Exhibit B, excluding any workstation(s) that will be located in the non-public working area. If only one (1) motor vehicle workstation is provided by the state agency, the motor vehicle workstation must be located in the public customer service working area. The space recommended for each workstation and the license office clerk should be at least 50 square feet (the typical workstation is 5 x 7 or 35 sq. ft.). If enhanced security tabs are required, as specified in Attachment 1, the public customer service working area must also accommodate space for the printers and materials for enhanced security tabs.The contractor must provide a customer service counter or a desk of sturdy construction for each workstation, as defined below, in the public customer service working area:A Motor Vehicle Workstation shall consist of one (1) Titling and Registration Intranet Processing System (TRIPS) computer; a TRIPS printer, although one (1) printer may be shared between stations; and TRIPS barcode reader(s) if available from the state agency.A Driver License Workstation shall consist of a vision machine, camera, signature tablet, and a magnifying glass (all of which may be shared between workstations) as well as a computer, document scanner, paper printer, hand-held black light, and a void punch.At a minimum, one (1) driver license workstation must be desk-height in order to accommodate customers who are elderly or have a disability and may need to be seated during transaction processing.Inventory storage area with sufficient space, as required.
