Specifications include, but are not limited to:he Commonwealths Ebola Plan will build on the CONOPS developed in 2014. It will link state activities related to active and direct active monitoring of returning travelers to designated assessment hospitals and treatment hospitals. It will also ensure that patients can be safely transported to the regional Ebola and other special pathogen treatment center or a state Ebola treatment center in the event that the regional facility cannot accept patients.The plan will address the identification, isolation, transfer and treatment of Ebola patients.. The plan will include a statewide protocol for transporting a patient under investigation (PUI) from an initial point of contact to an assessment or treatment hospital and inter-facility transport of a patient to an Ebola treatment center.The Regional Ebola and Other Special Pathogen Annex will supplement the state plan and will establish a set of planning assumptions for the identification and assessment of PUIs, for communication between the diagnosing hospital, its respective state health department and DPH, for interstate transfer of the patient to the Regional Ebola and Other Special Pathogen Treatment Center and for activities regarding repatriation of the patient to their home state upon release from the Ebola treatment center. The annex will contain a written agreement that is signed by a state elected official and a state health official from each state in the region.The Work Plan should unfold in four phases:Phase 1: Develop the Situation/Determine Goals and ObjectivesThe vendor will review current operations plans, including, at a minimum, the Massachusetts Ebola Response Plan, the state Comprehensive Emergency Management Plan (CEMP), the state Infectious Disease Plan, applicable Federal CONOPS and other state and regional plans acquired in this process.Once this review is complete, the selected vendor will conduct at least three (3) meetings with DPH Staff and the PMT to gather information and identify gaps concerning current plans. During these meetings, the selected vendor will also document lessons learned and best practices as identified by DPH from previous incidents related to the response to someone presenting as a person under investigation for Ebola. Meetings will address the following: roles, expectations, processes and capabilities, as well as activation, staffing, organizational structure, and communication. At the conclusion of these meetings, the vendor will have a solid understanding of current plans, processes and gaps.Phase 2: Plan DevelopmentPhase 2a: State Plan DevelopmentPhase 2b: Regional Annex DevelopmentWorking with the PMT and utilizing the findings from Phase 1, the selected vendor will refine the current state Ebola Response Plan and develop a regional Ebola and other special pathogens response plan.
