Specifications include, but are not limited to:. The overall Scope of Work of this proposal (including tasks listed in Section 1.02 of this document) includes: A. It is the Unified Governments goal to maximize the beneficial community use, while continuing to receive a financial return from the Reardon Civic Center by selecting a Management Company to assume and be responsible for the management of the site. This Management Company will commit its resources and capabilities and operate the facility in accordance with the ordinances and statutes of the Unified Government and the State of Kansas. B. It is the Unified Governments intention that Reardon Civic Center be operated in the best social and economic interests of the Unified Government. The intent is to provide entertainment attraction, and it shall be operated in a first class, professional and competent manner, in accordance with the standards of public facility management. C. The financial objectives reflect in those outlined in the overall goals are that Reardon Civic Center be operated at a profit to the Unified Government with increased receipts through greater facility usage and co-promotion. In accordance with accepted industry practices of area management, the Management Company will be authorized to carry out those duties established in the scope of work, including, but not limited to, the direct purchase of necessary supplies, materials, equipment and contractual services, subject to those restrictions as stated herein. D. The Unified Government shall have the following prerogatives: 1. To set operations policy for Reardon Civic Center so that at all times the best interests of the entire community are met. 2. Together with the Management Company, review annually the performance of the previous year to determine if the goals and criteria jointly established are being met and to promulgate such policy as they deem necessary. 3. To monitor the activities and expenditures of the Management Company on behalf of Reardon Civic Center and to ensure that said activities and expenditures conform to the policies set forth, and to the budget approved by the Unified Government. 4. Prior to approval of the budget, conduct or retain and independent third party to conduct and annual inspection of Reardon Civic Center, including all installed and portable furniture and equipment and any other such item that is the property of the Unified Government, to determine the condition of the same, to access damages, filed insurance claims or seek reimbursement from appropriate parties. 5. To impose user fees to be collected by the Management Company and paid to the Unified Government. No other user fees shall be authorized under this agreement without the consent to the Unified Government . 18RFP R26292, Event Management for Reardon Civic Center 6. The right to authorize all promotional and advertising materials with in the facility. E. The Unified Government will supply, upon an agreement reached with the Management Company, an accurate and concise inventory of all equipment and furnishings available for the Management Companys use at Reardon Civic Center. Title to all items is to be retained by the Unified Government, and the Management Company is not to remove any items from the premises or make them available to third parties. The Management Company will be expected to maintain the furnishings and equipment in good working order and shall be liable for damages for all inventory items. The Management Company will be responsible for compensating the Unified Government for all furnishings and equipment which are lost or stolen. The Unified Government reserves the right to use any inventory items at its locations; provided such items are not being used for a Management Company sponsored event or show. The Unified Government will conduct with the Management Company and annual inventory of all real and personal property under the operation and management of the Management Company. F. The Unified Government would authorize the Management Company to perform any and all services reasonably required to obtain the Unified Governments objective of increasing utilization and revenue at Reardon Civic Center
