Specifications include, but are not limited to: assist the Orange County Office of the District Attorney (OCDA)with eliminating a backlog of cases in the OCDA Workers Compensation Insurance Fraud Unitcaused by the increased case volume, complexity, and voluminous documents that are submitted witheach case. By utilizing a contract Private Investigation Firm with licensed Private Investigators,licensed and active members of the State Bar of California (attorneys) or other employees of thecontracted firm with specialized accounting or audit training or credentials that can assist the OCDAWorkers Compensation Insurance Fraud Unit. The contract personnel, referred to as the DocumentAnalyst will assist with collecting, organizing and preparing analysis of information connected withsuspected fraud referrals, cases or FD-1 referrals, hereinafter case referrals, on matters submitted tothe County of Orange Office of the District Attorney requesting a fraud investigation. At the requestof OCDA, the Document Analyst will request information from complaining parties as well as othersources determined by OCDA to obtain investigative information for review. Unlike other typicalunits, these criminal case referrals generally do not have police reports prepared nor have they beeninvestigated by a local law enforcement jurisdiction. The Document Analyst will provide aninvestigative and limited legal analysis when requested by OCDA as well as review the documentsreferred, collected from outside sources or provided by OCDA. The Document Analyst will organizecopy and scan materials to prepare the documentation received per instruction by OCDA. TheDocument Analyst, will act under the direction and on behalf of the OCDA and will communicatewith insurance companies, third party administrators, law enforcement agencies, or any otheragencies or businesses, whether public or private at the direction of a designated OCDA personnel.The Document Analyst will not conduct investigations or interviews.
