Specifications include, but are not limited to: 1. In an effort to minimize traffic disruptions, work should be planned in a manner so as to preventroad closures.2. The Time Limit for construction is 270 calendar days. Contractor may work 6 days per week,Monday Saturday. Construction and transport activities shall not commence before 7 am onweekdays and 8 am on Saturdays. No construction activities shall be performed on Sundays orHolidays.3. All work performed under this contract shall conform to GA. Department of Transportation Standardand Specifications, 1993 Edition, (or current issue) and Columbia County Standards andSpecifications, as applicable.4. All work shall be coordinated with designated Columbia County manager of Columbia County WaterUtility, 2140 William Few Parkway Building C, Grovetown, GA 30813, 706-863-6928. A preconstruction conference shall be required prior to commencing construction.5. It shall be the responsibility of the Contractor to locate any and all utilities within the proposedconstruction areas. Any damage to the utilities during construction shall be at the Contractorsexpense.6. The Contractor shall submit to Columbia County a work schedule by the first day of each monthfor that month. The schedule shall include, but not limited to, original bid price, approved changeorders, adjusted contract price the original number of days in contract, the adjusted number ofdays in contract, the number of days to be claimed as rain days due to unseasonable weatherand projection dates for completion of the grading, drainage, or other discrete events or tasks.7. The Contractor is responsible for notifying the United States Postal Service that is responsible formail delivery in this area. The United States Postal Service shall approve the method of mail deliveryduring construction. Mail delivery shall not be interrupted during construction. Mail pick-up shallnot be an inconvenience to the property owners affected by construction. Prior to re-setting themail boxes at the completion of the construction the contractor shall have the mailbox locationapproved by the Columbia County and the United States Postal Service.8. ALL SOIL EROSION CONTROL MEASURES SHALL BE IN PLACE PRIOR TO COMMENCINGCONSTRUCTION. See Columbia County Soil Erosion Ordinance requirements. The engineer willbe responsible for the location of the preliminary erosion control devices. Contractor shall have adesignated certified worksite erosion control person on call and able to respond within 45 minutesof notification by engineer.9. Columbia County reserves the right to delete and/or remove items from the bid proposal andincrease or decrease quantities as shown on the bid proposal.A. The work under this contract includes the modification of the Jim Blanchard WaterTreatment Plant and the modification of the Clarks Hill Water Treatment Plant forelectrical upgrades. The construction of this project will occur simultaneously withanother plant upgrade. Plans for both projects can be obtained through the countyprocurement offices.1. Jim Blanchard Water Treatment Plant: The electrical upgrades at the BlanchardPlant includes an Electrical Room addition to High Service Pumping Station No.2, Motor Control Center Replacement, LED lighting upgrades, Electrical Panelreplacement, and Dry-type Transformer replacement. Shutdowns will only beallowed during the winter months.2. Clarks Hill Water Treatment Plant: This facility modifications include incomingservice Motor Control Center replacement and pump controls modifications.Also, shutdown of this facility will not be allowed during peak season.B. Furnish all materials, equipment, supplies, appurtenances; provide all construction plantequipment and tools; and perform all necessary labor and supervision.
