Specifications

Specifications include, but are not limited to: The City of Charlotte desires to create a AAA (All Ages and Abilities) bike network that will transform Uptown Charlotte into a world-class bicycle city. There are currently over 20 miles of AAA bikeways and trails in design. Once complete, the Uptown CycleLink will connect over 40 miles of bikeways into and across Charlotte, including trail assets like the Cross Charlotte Trail, Little Sugar Creek Greenway system, and the Irwin and Stewart Creek Greenway system. A pre-planning study was conducted by the City to confirm the feasibility, preferred alignment, and concept design for the remaining corridors in the Uptown CycleLink, and can be found here on the Citys Website. The City seeks the services of a consultant team to complete planning, design, and construction documents for the various remaining segments of the Uptown CycleLink. An ideal consultant team would include specialized multi-modal infrastructure planning and design capabilities, a strong engineering design background in constrained urban environments, and highly-experienced and skilled public engagement specialists. The consultant team scope of work for completing project tasks will include some, or all of the following routes: Martin Luther King (M.L.K.) Jr. Boulevard from McDowell Street to College Street College Street from East Hill Street to M.L.K. Jr. Boulevard Mint Street/Pine Street from Palmer Street to W 6th Street Davidson Street from M.L.K. Jr Boulevard to East 6th Street McDowell Street from East Stonewall Street to M.L.K. Jr. Boulevard Graham Street & Cedar Yards from Mint Street to Cedar Street The planning phase for the project will generally consist of validating and refining the results of the pre-planning study. The consultant team will refine the traffic analysis, cost estimates, and the design concept drawings from the pre-planning study. The design concepts will need to be developed from its current proof-of-concept level, to a 30% set of plans during the planning phase. Deliverables will include refined and visually-pleasing public hearing-style roll plots and street-level renderings that will be posted on the Citys website and used for public engagement purposes. Finally, the consultant team will be expected to lead robust public and stakeholder engagement. This project will impact many property owners and a significant number of stakeholder meetings, public meetings, City leadership updates, land development coordination meetings, virtual-format meetings, and social media updates, will be required as part of the planning phase. For the design phase the consultant will develop final plans, specifications, and cost estimates. A high level of public and stakeholder engagement, led by the consultant team, is expected to be maintained throughout the design phase.
