Specifications include, but are not limited to: 2.1Contractor shall have the ability, labor, materials and equipment necessary for the grinding of stumps and disposal of mulch from the grinding of stumps.2.2The bulk of the work will be located in the Right of Way (ROW). Stumps at the Water Pollution Control Facility, 7525 Bertram Road SE, Cedar Rapids, Iowa are also included in this bid. The City reserves the right to add/remove locations to the contract.2.3Grinding of StumpsThe Contractor shall provide all expertise, personnel, tools, materials, equipment, fuel, temporary utilities and facilities, dust control, supervision and all other incidental costs and facilities of any nature to execute and complete the grinding of stumps in the ROW as directed by the City. Stumps and surface roots over 3 inches in diameter within 5 feet of the main stump shall be ground and removed to a minimum depth of eight(8) inches below grade. All Topsoil shall be imported to fill the resulting cavity to match adjacent ground elevation. Imported topsoil shall comply with SUDAS Section 2010 Part 2.01 Off-site Topsoil and is inclusive to the stump grinding bid item. NOTE: while most stumps have been cut to remain 3-6 inches above grade, there are stumps on the ROW that may be upwards of 20 inches in height and will need to be flushed by the contractor or ground out completely. Contractor shall perform an underground utility locate for every location. The City shall be informed of any utility conflicts, such as curb stops adjacent to or grown into stumps. In the case of each utility conflict, as much of the stump shall be safely removed as possible while protecting the utility. Contractor shall also coordinate stump grinding work with adjoining property owners for location of possible irrigation systems and other points of concern. All work associated with grinding of stumps and roots, identifying and working around utilities, and obtaining, hauling, and placing topsoil is inclusive to the stump grinding bid item.2.4Disposal of MulchThe Contractor awarded grinding of stumps will also be responsible for the collection, transport and disposal of all resulting mulch and woody debris to location(s) identified by the City. Stump chips shall be removed from the site upon completion of stumpgrinding at each location unless authorized otherwise by the City. The City will provide a no cost dump site for the ground stump debris. All work associated with collection, loading, transport, and disposal is inclusive to the mulch disposal bid item. The contractor shall notify the City when the disposal location is at 80%capacity in order to allow the City time to consolidate the debris on site.2.5The City maintains a GIS based tree inventory. The Contractor shall use this stump inventory for locating and identifying stumps for this project along the roads specified later in this section. The Contractor shall take a photo of each stump with a measuring tape clearly displayed across the stump in the photo before work is performed. After work is performed, the Contractor shall take a photo of the finished work. The photos shall be uploaded by the Contractor to the Citys web-based GIS portal for each stump location. Guest log-in access, accessible via most smartphones, will be provided to the awarded Contractor. This documentation shall be required for payment of work and is inclusive to respective bid items.
