Specifications include, but are not limited to: Mountain Line is searching for a qualified vendor to create a Strategic Investment Plan (SIP).Mountain Line would like the project to commence in May and finish within 1 year. The SIPspurpose is to develop implementable strategies to optimize efficiencies and maintain on-timeperformance to maximize service provided to the community and to plan long-term for theimplementation of strategies in capital and financial planning. Mountain Line is seeking aStrategic Investment Plan that will: Identify and prioritize recommendations to address improving or maintaining on-timeperformance for the entire system and maximizing route efficiencies. Recommendationsshould look beyond just runcutting and deadheading. Identify a clear process for making timepoint and run-time changes. Use input from Operators to identify problem areas and weigh in on recommendations. Increased on-time performance so Mountain Line is and continues to be a reliable service inthe community. Develop a list of prioritized capital projects which tie directly into the Capital Improvement Plan(CIP). Identify an annual process to update the CIP and that flows smoothly into STIP/TIP andfinancial plan. Make recommendations that are tied into a fiscally sustainable financial plan.
