Specifications include, but are not limited to: West Virginia University on behalf of its Board of Governors (hereinafter referred to as WVU orUniversity) is seeking a qualified Developer to enter into a public-private partnership with the Universityto develop and operate a creamery (Project) on the Universitys Stewartstown Road Dairy Farm. TheUniversity is seeking a Developer to design, build, finance, and manage (in a revenue sharing format) theProject in a manner consistent with the Universitys educational, research, and community service objectives,which are described further within this Request for Qualifications.i. The Project site is comprised of over 500 contiguous acres and is located on theStewartstown Road Farm.ii. The Project is required to be delivered and in operation by October 1, 2019.iii. The Project includes the creamery itself which shall include processing,packaging/labeling, aging, storage and office space and shall also includeflexible space that can be used as customer seating/classroom and laboratoryspace suitable for dairy-related experiments. The University would also like tosee a small retail outlet in association with the facility.iv. The Davis College will require an upfront cash payment of approximately 5%of the project cost in order to conduct relevant developmental work for the program both as part of the Universitys educational and communityinvolvement missions.v. The University requires that the facility adequately reflects the Universityseducation, research, and community services missions. As such, the facilitywill be available for learning and research opportunities both within and outsidehours of normal operation. Facility management shall work closely with theUniversitys college and farm leadership to ensure compliant, efficient, andbusiness and academic relevant decision making. An organizational structureshall be created to collaboratively deal with any concerns/ Where possible, the facility shall offer as many positions as possible to studentemployees. These positions include, but are not limited to, work/study,internships, and part time employees.
