Specifications
Specifications include, but are not limited to: Perform urine specimen analysis for pre-employment testing; Perform urine specimen analysis and breath alcohol tests for random, post-accident,return-to-work, follow-up, and reasonable suspicion testing; Contract with a U.S. Department of Health and Human Services approved laboratorytesting facilities; and Contract to provide Medical Review Officer (MRO) services.;C-TRAN operates seven (7) days a week, 24 hours a day. Testing is conducted as mandated by theregulations to be spread throughout the day, month, and year.;The Contractor will provide specimen collection services for C-TRAN in strict compliance to theFTA mandated drug and alcohol testing regulations and procedures as identified in theregulations, and any current and future amendments to these or other applicable regulations. CTRAN does not need the Contractor to provide Consortium/Third Party Administrator, randompull or random scheduling services, SAP services or Training. The Contractor must haveappropriate facilities to meet the collection requirements and collectors with current DOT training.Services must adhere to the highest standards for confidentiality, security, and accuracy whileensuring the dignity and privacy of the donor.;The Contractor must designate collection site(s) where specimens can be collected per theregulations at all hours of the day all days of the week. At least one (1) collection site shall be located in Vancouver, Washington. In addition, at least one (1) collection site shall be able toaccommodate unscheduled 24 hours per day/seven (7) days per week testing and be locatedwithin 15 miles of C-TRANs base location. C-TRAN is open to the option of on-site testing as asecondary option. ;The Contractor must develop and maintain clear, well-documented written procedures forcollection, shipment and accessioning of urine specimens collections. Procedure shall ensureprofessional specimen collections consistent with high standards of practice and compliance withthe regulations. Similar procedures should also be provided for breath alcohol testing. Copies ofthese written procedures and protocols will be provided to C-TRAN initially and on an as neededbasis thereafter. Written procedures must be available to the donor upon request.
