Specifications include, but are not limited to: Task 1: Project Team ManagementTask 1 Deliverables: 1.Upon contract execution, attend an in-person kick-off meeting with CPUC and provide a detailed project plan including a Gantt chart with milestones and deliverables.2.Starting two (2) weeks after contract execution, provide every other week status updates to the SPD project manager with an updated Gantt chart detailing progress along the project schedule and addressing any concerns or issues that may come up.Task 2: Maturity Model CreationUpon contract execution, the Contractor shall begin to review relevant legislation, WSDs safety culture assessments, the PG&E Safety Culture Investigation (I.15-08-019), industry case studies, academic literature, and other information to construct a maturity model for regulated gas and electric IOUs for use in all CPUC safety culture assessments conducted of each regulated utility at least every five (5) years. This maturity model will help envision the ideal stage for utility safety culture, where utilities currently are in relation to that ideal stage, and which attributes they need to adopt to advance their safety culture to the next progressive safety level. This maturity model will incorporate data, to the extent feasible, from the WSDs framework of safety assessments, adapted so that the SPD may carry out safety culture assessments of all electric utilities for aspects of their operations unrelated to wildfire mitigation. It will also draw from the findings and scope of PG&E Safety Culture Investigation (I.15-08-019) and SoCal Gas Safety Culture Investigation (I.19-06-014). The maturity model will: a)Describe the scope of a utilitys structure, processes, training, and infrastructure that will be included in SPDs safety culture assessments.b)Define levels of maturity for safety culture, the key attributes of each level, and objective metrics for assessing safety culture.c)Create a blueprint for how a utility can advance to various levels of safety culture and towards the ideal safety state. d)Define industry wide safety culture best practices to ensure maturity models incorporate lessons learned from across the globe.e)Examine how electric IOUs will decrease use of public safety power shutoff (PSPS) events over the next three (3), five (5), and ten (10) years. f)Determine the optimal frequency for conducting and updating safety culture assessments.Task 2 Deliverables: 1.Within Four (4) months of contract execution, submit a draft report to the CPUC that identifies and explains a preliminary framework for the maturity model. Additionally, provide anticipated data needs to the CPUC to allow data preparation to begin. 2.Within Ten (10) months of contract execution, submit a final report with the conceptual maturity model to be used in safety culture assessments. This should include recommendations on data points, the frequency of assessments, and techniques for making the information accessible and transparent. Task 3: Request for Offer (RFO) creationAfter completing the maturity model, the Contractor shall develop an RFO for utilities to use in their safety culture assessments, drawing from the WSDs safety culture RFO, PG&Es 2015 Safety Culture RFO, and other documents. The selection of Consultants shall be approved in consultation with the Commission.Safety culture assessments will be conducted by third-party safety culture consultants contracted by each regulated utility and reporting to the Commission. To ensure that a consistent safety culture assessment is conducted across all utilities and that the assessments meet intended CPUC objectives, the consultant will develop a standard RFO for utilities to use in their safety culture assessments. The RFO will: a)Use the safety culture maturity model and metrics developed by the consultant to assess the utilitys current safety culture. b)Establish a framework for utilities to develop a comprehensive safety strategy that includes associated timelines/deliverables, resource requirements and budgets, personnel qualifications, clear delineation of roles and responsibilities, action plans, assignment of responsibility for initiatives, and associated metrics to assess effectiveness.Task 3 Deliverables:1.Within Eighteen ( 18) months of contract execution, submit a template for utilities to publish an RFO for use in safety culture assessments. In addition to aligning with the safety culture maturity model the RFO will define the frequency of assessments, follow up assessments frequency, and acceptable data standards for the resultant information.
