Specifications include, but are not limited to: The Contractor shall provide screening and registration of all participants todetermine the services desired by the participant and the services for which theparticipant is eligible. Screening and registration of tobacco users must include, butnot be limited to, obtaining the Minimum Data Set (MDS) questions as recommendedby the NAQC ( Screening andregistration can be phone or web-based. The Contractor shall also obtain permissionfrom the participant to participate in follow-up data collection.C.5.1.2 The Contractor shall provide comprehensive, reactive and proactive, and evidencebased phone-based counseling to participants in English and Spanish and otherlanguages upon request by DC Health; assist participants with developing andimplementing a personalized quit plan during phone counseling sessions; referparticipants who are uninsured to DC Health Link; refer participants with availablehealth plan coverage for tobacco dependence treatment; and refer participants tocommunity-based tobacco cessation services based on participants preference andavailability of services. Counseling services shall include:a. Reactive or Single-Contact Counseling Services: One session between aparticipant and a cessation counselor that includes cognitive-behavioralcounseling interventions.b. Proactive or Multiple-Contact Counseling Services: One or moresessions between a participant and a cessation counselor that includecognitive-behavioral counseling interventions, and one or more furthercounselor-initiated follow-up contact(s) with the participant at relapsesensitive times to assess the participants quit status and to support thecontinued quit attempt. The design of these multiple-contact counselingservices shall be based on research showing effectiveness in inducingbehavior change and in line with the Community Preventive ServicesTask Force recommendations. The CA may want to provide more or lesssessions based on participant need and program funding.c. Text-Based and Web-Based Counseling Services: The text-based orweb-based Services may be provided as stand-alone or in support ofphone counseling services. The Contractor shall describe how theirinteractive text message and web chat services are personalized to eachparticipants quit plan prior to and after designated quit date. Protocolsused shall be based on research showing effectiveness of text-based(chat-based) counseling in behavior change and in line with theCommunity Preventive Services Task Force recommendations. Allprotocols require review and approval by CA. The Contractor shallprovide rationale for each service provided.
