Specifications

Specifications include, but are not limited to: a. Educate Fayetteville residents and residents of Washington and Benton Counties in the productionand distribution of noncommercial television programming: i. Provide information to the entire community about the nature and role of public accesstelevision; educate the community about the opportunities available for training,production and programming; and encourage groups and individuals to participate intraining classes and production experiences. ii. Create and provide training curriculum in free classes to emphasize technical proficiencyand production quality in public access programming. iii. Offer a minimum of six (6) free classes a week in various disciplines of video productionand programming distribution. iv. Create and maintain student evaluation criteria and methods that allow students todemonstrate proficiency in training both in writing and practical application. v. Maintain records of student performance and evaluations. vi. Recruit new people who are Fayetteville residents and residents of Washington andBenton Counties to complete a basic core curriculum of three training classes. vii. Include as part of the producer certification process the production of at least one newtelecast quality program per trainee. Include as part of maintaining certification theproduction of a minimum of one telecast quality program per producer per year. viii. Maintain a web site for promotion and education of the public that includes at leastcurrent information regarding program, production and class schedules, informationabout the organization, production resources beyond the organization and a forum forexchange of information. ix. Stay abreast of emerging technologies through professional development that includestechnical training. x. Utilize, and train citizens in the use of, all available methods of television programmingdistribution. xi. Create and publish a monthly schedule of classes, a minimum of 30 calendar days prior toconducting the classes, on the public access television channels onair bulletin board andits web site; and make it available for publication in other outlets that wish to do so. xii. Provide free workshops for citizens on various topics related to production anddistribution lead by subject matter experts from outside the organization (individualswho are not staff or board members of the organization). These workshops are inaddition to and enhance the regular classes. xiii. Ensure that instructors maintain a minimum level of competence in the operation ofequipment. This can be demonstrated through industry certification or actualdemonstration of skills. xiv. Provide reports on training and education activity as required by the City. b. Provide equitable channel availability and programming services to all Fayetteville residents andresidents of Washington and Benton Counties on a firstcome, firstserved, contentneutral, and nondiscriminatory basis. i. Provide a weekly openstudio opportunity, not to exceed five minutes per speaker,available without charge to any resident of Fayetteville or resident of Washington andBenton Counties. ii. Define and establish the decisionmaking process and criteria for the scheduling ofprogramming that will ensure the protection of 1st Amendment rights of citizens whileensuring programming does not violate Federal, State or local laws or ordinances. iii. Define and establish a citizen complaint and appeal process whereby citizens cancommunicate their views on programming or operations to the management of thechannel and the City, or appeal any decisions made by the management of the channelregarding programming. iv. Encourage the public to produce programming outside the facility utilizing equipmentother than that of the Television Center. v. Define public access channel utilization goals with minimum standards for nonrepeatprogramming. vi. Design programming grids for the scheduling of public access programs and ensure thetelecast of programming on the public access channel. vii. Publish and distribute to the public a current program schedule weekly. viii. Provide reports on programming as required by the City. c. Make television production equipment and facilities accessible to all Fayetteville residents andresidents of Washington and Benton Counties on a firstcome, firstserved, contentneutral, nondiscriminatory basis. i. Devise and monitor equipment checkin and checkout procedures that include fullfunctionality checks and recordkeeping of equipment prior to checkout and immediatelyupon return. ii. Develop and Implement a policy for the proper use, care and maintenance of equipment. iii. Perform minor repairs, maintenance and upkeep of equipment and facilities as directedby City staff. iv. Schedule and monitor the use of editing and studio facilities. v. Provide reports regarding equipment usage as required by the City.
