Specifications include, but are not limited to: 1.Project Initiation: Plan and facilitate a kick-off meeting. Conduct an existing plan and data review. Facilitate an efficient adaptation planning process and ensure that the GI Plan integrates and leverage existing planning efforts including the Local Hazard Mitigation Plan (LHMP), Climate Action Plan (CAP), and Urban Greening Program. Coordinate with the City Parks and Recreation department and Watsonville Wetlands Watch to ensure that the GI Plan is synchronized with, and supports the Citys recently awarded Urban Forestry Grant. Outline goals and objectives by which the City can monitor its progress on the Green Infrastructure Implementation Plan. Create a Barriers to Implementation Report which identifies which barriers and potential obstacles need to be addressed in order to effectively execute green infrastructure solutions. Explore the progress of the Citys original Urban Greening Program and identify reasons that elements of the program have not been implemented. Provide staff and consultant team coordination. Deliverables (to be included in the final GI plan) include:a.Existing Plan and Data Review Technical Memob.Integration Plan c.Goals and Objectives Outlined.Barriers to Implementation Report2.Community/Stakeholder Engagement: Plan and conduct two community workshops, a community survey, and stakeholder interviews. Coordinate with Public Works outreach staff to provide translation and other accommodations. Collect and compile survey results and public comments in supporting the planning process. Community/Stakeholder engagement is anticipated to be continuous throughout the plan creation process. One workshop will be held in the first half of the planning process during the development of the criteria for site selection and green infrastructure type preference. Survey results will be shared with the community and stakeholders and be used in the development of site selection criteria and green infrastructure type preference. The second community workshop will be held once a plan is drafted to provide an opportunity to comment on the draft plan and incorporate comments where feasible. Deliverables (to be included in the final GI plan) include:a.Community Engagement Planb.Compilation of Survey Results and Public Comments3.Site Selection and Conceptual Designs: Deploy a site selection methodology that identifies green infrastructure priority areas based on prior planning efforts, community input, and supplemental climate modeling techniques. Prioritizeprojects that can provide maximum benefits, such as protection from flood and heat exposure, environmental and public health benefits, and neighborhood enhancements and vitality. Develop design concepts for potential sites and evaluate/analyse for effectiveness and maladaptation. Deliverables (to be included in the final GI plan) include:a.Technical report describing the methodology for determination of priority areas, supplemental modeling results, and conceptual designs and results of maladaptation analysis
