Specifications include, but are not limited to: The solicitation consists of two groups that will demonstrate innovation in FOSW, advancing technology readiness and cost-competitiveness in California and the understanding of how FOSW installation and operation may affect sensitive species and habitats.Group 1: Manufacturing, Testing, and Pilot Demonstration of Floating Offshore Wind Technology; andGroup 2: Inspection and Monitoring Systems for Floating Offshore Wind Applications.Projects must address one of the following research objectives:For Group 1, innovate manufacturing and assembly processes and materials for selected FOSW component(s) (e.g., substructure, foundation, mooring systems) and demonstrate and validate the expected benefits, such as LCOE reduction or increased understanding or mitigation of environmental and wildlife impacts of FOSW projects.For Group 2, pilot test and validate a monitoring system for selected FOSW component(s) that support reduction of installation and O&M costs and increase commercial readiness.The project must include a description of activities, including those that relate to the research objective listed above, in the Project Narrative (Attachment 3) and Scope of Work (Attachment 5).The following requirements apply to both project groups:Meet the targeted metrics for the technology in Table 1. Applicants must explain how the cost improvements achieved by the components will meet this target once applied to a full-scale system. Applicants must also show how the cost improvements compare to a baseline.Demonstrate how the proposed technology will provide clear benefits to California (e.g., promote local manufacturing and supply chain or address California oceanic and infrastructure conditions).
