Specifications include, but are not limited to: 1. Perform an on-site job analysis for Fire Captain, Fire Battalion Chief, Police Lieutenantand Police Sergeant and describing the methods used to conduct a job analysis includingany differences for the different ranks.2. Review and compile pertinent local, state and federal statutes, laws and other legalmandates relating to police and fire promotional testing.3. Review the existing promotional policies, including labor contracts to determine the needfor development and validation of competitive promotional assessment instruments foreach specific rank.4. Provide administrative support for each promotional exam.5. Provide costs associated with assessor fees, travel arrangements and per diem payments.Actual costs of assessor travel will be billed to the City of Springfield Office of HumanResources by the respondent. These costs will require approval by the Human ResourcesDirector prior to booking of said travel.5. Create reading lists/study guides for each position in #1. Resource books must bemutually agreed upon with the City. The reading lists must be created and available tocandidates at least 90 days prior to the first phase of the examination.6. Create orientation sessions for each of the four positions. These orientation sessionsshould include all parts of the testing process (oral assessment and written exam). Atleast one week prior to the orientation, the vendor must provide the orientation materialwith the presentation information to HR for review and approval. In the orientationsessions, candidates should be provided with a written practice test as well as someexamples of the assessments. The orientation sessions should be held over a consecutivetwo (2) day period with two sessions held each day, ie. Fire Captain in the a.m. on dayone and in the p.m. on day two.
