Specifications include, but are not limited to:. The South Carolina Department of Natural Resources (SCDNR) is seeking quotes from qualified vendors to transport by water and plant shucked oyster shells to serve as oyster cultch in Beaufort County in accordance with all requirements and specifications stated herein.Job DescriptionA total of approximately 15,000 U.S. bushels of shucked oyster shell is to be planted in the Beaufort River, in Beaufort County. Planting must be completed by September 30 of this year, unless otherwise agreed upon by SCDNR and contractor.Specific areas for planting have been designated by SCDNR. Cultch will be provided by SCDNR and will consist of shucked Gulf Coast and South Carolina oyster shell and limestone. SCDNR will drop ship shucked oyster shell to The Sands Boat Landing in Port Royal, Pinckney Landing in Bluffton and Russ Point Boat Landing on Hunting Island. Approximately 5,000 Bushels of shell will be planted out of Pinckney Landing, 5,000 Bushels out of The Sands and 5,000 bushels out of Russ Point Landing. SCDNR will load the shell onto the contractors vessel. The contractor will be responsible for transporting the material by water and planting the material according to specific instructions from SCDNR.General SpecificationsThe contractor will provide all necessary labor, vessels and equipment to accomplish the loading, transportation and planting of the designated amounts of cultch material. No loading equipment or barges and/or other floating equipment will be provided by SCDNR to accomplish this job.Target thickness of shell coverage for these plantings is approximately 4-5 inches unless otherwise modified by Shellfish Management personnel. The contractor may be required to spread shells by hand at low tide to achieve desired thickness and continuity. Shell plantings will be supervised and must be carried out according to instructions from SCDNR personnel who will be on site to monitor planting and certify shell volumes. Work must be carried out during daylight hours on weekdays and not on weekends or state holidays unless pre-approved by SCNDR. Work must be accomplished around high tide (usually one hour before and after) to maximize control of shell planting and minimize wash impact on shell beds.
