Specifications include, but are not limited to: The District of Columbia Office of Contracting and Procurement, on behalf of the Departmentof Employment Services (DOES) (the District), is seeking a contractor to provide, implementand support the Paid Family Leave Benefits Administration System (PFLBAS). a. The District of Columbia has legislated compliance with Universal Paid Leave Amendment Actof 2016 (UPLAA). The District must also be in compliance with all Federal requirements; thisincludes the Federal and DC Family and Medical Leave Act (FMLA) laws, Health InsurancePortability and Accountability Act (HIPPA), Unemployment Compensation Act, and theDistrict Language Access Act all of which are referenced within the UPLAA.b. The fully functional PFLBAS shall be deployed and working in the User Acceptance Test(UAT) environment by March 1, 2020, for both internal and external users. Final acceptance ofUAT and handover of the production environment to the District shall occur by June 1, 2020,and the PFLBAS shall be fully functional in the production environment for the administrationof PFL benefits by July 1, 2020.c. A solution is sought for all functions necessary to set-up, run, administer, and manage aneffective legally compliant PFL Benefits program and fully interface with internal and externalsystems, including a seamless integration to the PFL Tax System (PFLTS) (Refer to AttachmentJ.3 Interface Requirements). The PFLBAS solution will determine and pay benefits to eligibleemployees for Parental, Family, and Medical leave claims in accordance with the UPLAA.
