Specifications include, but are not limited to:Phase I: ESCO Reviewi) Review ESCO selection and assess strengths of each for project assignmentsii) Work with City staff to analyze phasing of work and recommend ESCO assignments includingdevelopment of Investment Grade Audits (IGAs.)iii) Assist City negotiate and execute IGA Agreements with ESCOs.Phase II: Project Developmenti) Assist City in assembling Project Management teamsii) Assist City in selecting buildings for ESCOs to conduct IGAsiii) Facilitate IGA kick-off meetings, discuss ECMs, M&V, project logisticsiv) Hold preliminary M&V discussions, developing the baseline ECM specific M&V plans, pre- andpost-installation measurement activities.v) Review 30% Draft IGA (Baseline Document), 60% (Scoping Document), and 90% (Draft FinalDocument)vi) Final IGA Reviewvii) Assist City in negotiating and executing the Energy Services Agreement (ESA) and any FinancingAgreement if necessary.viii) Act as liaison with any regulatory/utility entity, as required.Phase III: Project Implementation & Constructioni) Perform engineering and economic analysis, reviews or inspections during project design andconstruction phases.ii) Ensure ESCOs deliver robust and practical operations & maintenance strategies to ensurepersistence of savings.iii) Assist City with final Project Acceptance and periodic Measurement & Verification of energy savings.iv) Ensure ESCO prepares and presents a series of custom training sessions for City personnel on thetechnologies installed.Phase IV: Post Completion Performance, 1st Year and subsequent M&V report reviewsi) Provide technical support during performance periodii) Review ESCOs first Annual M&V Reportsiii) Assist City in resolution of any deficienciesiv) If significant operational changes occur, such as building renovations/changes in runtime, assistCity with baseline adjustments that may be required.v) Review and certify acceptance of annual M&V reports as requested by the City.
