AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 70FBR219Q00000080 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03. The associated North American Industrial Classification System (NAICS) code for this procurement is 561990 with a small business size standard of $11.00M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted and will end on 2019-06-26 11:30:00.0 Eastern Time or as otherwise displayed at www.UnisonMarketplace.com. FOB Destination shall be in the Statement of Work.The DHS Federal Emergency Management Agency requires the following items, Meet or Exceed, to the following: Base Period of Performance: 06/24/2019 - 12/23/2019LI 001: Base Period - (03/25/2019 - 06/24/2019) FEMA shall lease up to forty-four(44) sixty-five gallon secure document bins for use in Puerto Rico in response to DR4339PR. The contractor shall provide delivery, weekly on site shredding, relocation, repair, and removal of contractor provided bins in accordance to the SOW attached., 1144, each;Option 1 Period of Performance: 12/24/2019 - 06/23/2020LI 001: Option Period 1 - (06/25/2019 - 09/24/2019) FEMA shall lease up to forty-four(44) sixty-five gallon secure document bins for use in Puerto Rico in response to DR4339PR. The contractor shall provide delivery, weekly on site shredding, relocation, repair, and removal of contractor provided bins in accordance to the SOW attached., 1144, each;Option 2 Period of Performance: 06/24/2020 - 12/23/2020LI 001: Option Period 2 - (12/24/2019 - 06/23/2020) FEMA shall lease up to forty-four(44) sixty-five gallon secure document bins for use in Puerto Rico in response to DR4339PR. The contractor shall provide delivery, weekly on site shredding, relocation, repair, and removal of contractor provided bins in accordance to the SOW attached., 1144, each;Solicitation and Buy Attachments***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.***For this solicitation, DHS Federal Emergency Management Agency intends to document bids online to be facilitated by the third-party Marketplace, Unison, Inc. DHS Federal Emergency Management Agency is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. This purchase is in support of DR4339??€PR. The local disaster arear for this requirement is the island of Puerto Rico. If a local area offeror does not submit the lowest offer, for evaluation purposes only, the Contracting Officer will evaluate the local area offeror??€™s price by reducing its price by UP TO 15%.a) The following factors shall be used to evaluate offers: (i) Lowest Price (ii) Technical: must meet specifications in the attached SOO b) The Government will award to the vendor who has the lowest price, is technically acceptable quote.New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty.Bid MUST be good for 30 calendar days after close of Buy.Shipping must be free on board (FOB) destination to Puerto Rico, which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.
