Specifications include, but are not limited to: Provide On-Call Services for the Depth Area Reduction Factor Study contract FCD 2020C014. A depth-area reduction factor is used to convert the point rainfall to an equivalent uniform depth over the study area. This factor is used to account for the observation that average precipitation intensity decreases as the area of the storm increases. The current Drainage Design Manual, Hydrology Volume includes reduction factors developed in 1974 for the 6-hr storm event and 1984 for the 24-hr storm event. Recent studies have been compared to gage data and other storm evidence, and have shown that updates are needed. In many cases the areal reduction should be increase, which would decrease the rainfall values used for a watershed. For instance, if a project includes a design of a culvert, this update could potentially decrease the required size of the culvert.
