Specifications include, but are not limited to: Provide Program Management services that may include, but are not limited to, the following items: o Project identification and Project Readiness evaluation for program projects which may include, but is not limited to the following: Utilizing the DEPARTMENTs planning information and documents and tools, the SERVICE PROVIDER will develop, evaluate, and prioritize a list of early action projects, or projects to be accelerated through project delivery. Providing an engineering team to scope new and/or existing projects as needed to evaluate and prioritize.Report on program project progress on a bi-weekly basis. Preparation and submittal of scope budget change forms and scheduling and programming paperwork for any program project that may need it.Preparation and presentation to the project team of the Project Delivery Selection Approach (PDSA).Preparing and presenting any program/project to Project Selection Committee (PSC).o Review, interpret, and/or develop Nevada Revised Statutes (NRS) and Nevada Administrative Code (NAC) provisions related to project/alternative delivery. o Programmatic risk evaluation, Benefit Cost Analysis (BCA), Value Engineering (VE), and any other program/project evaluation tool as agreed to.o Assist with development and implementation of Project Labor Agreements, templates, forms, policies, and guidelines. o Review and provide input on change orders and claims for alternative delivery contracts. o Provide updates of any Project Management documents such as manuals, guidelines, and policies. o Provide training in the following: risk management, project management, alternative delivery, and other program and/or project management areas. This will include providing any training materials and facilities needed for the training. Note- all training must also be available virtually through Microsoft Teams. o Project Management Support assisting Project Managers with any needed tasks associated with the management of any of their projects. o Act as the DEPARTMENTs Project/Program Manager on project(s) at the instruction of the Chief or Assistant Chiefs of Project Management. This may require the SERVICE PROVIDER to procure, manage, and oversee the work of other SERVICE PROVIDERs for project delivery services. o Assist with Agency and Stakeholder coordination for Program Management related activities and services. Provide services for Design-Build and/or alternative delivery projects as described in the DEPARTMENTs Pioneer Program Guidelines, Third Edition. This may include, but are not limited to, the following services:o Developing procurement documents for Design-Build Projects such as Request for Qualifications (RFQ), Instructions to Proposers (ITP), and Request for Proposals (RFP). o Development of Technical Provisions and Contract.o Technical, legal, and financial services for review, evaluation, and recommendation. o Reviewing and making recommendations on Contract insurance requirements. o Performing risk analysis, value engineering, and other assessments. o Contract administration and Document Control throughout the duration of the project.o Assisting the DEPARTMENT Project Manager with Project Management tasks through all Phases (Identification, Solicitation, Evaluation, and Award & Contract Administration) and Project Close Out.o Provide the technical engineering team to: develop Reference Information Documents (RIDs) and Technical Provisions (TPs), conduct Subsurface Utility Engineering (SUE), conduct geotechnical investigations, perform right-of-way services, review and evaluate proposals, review Design-Builders submittals and plans, conduct contractor schedule reviews, provide independent cost estimates, and provide other technical engineering services as needed. The SERVICE PROVIDER is expected to have a team to which they can deliver all aspects of the Design-Build Project. o Providing any of the tasks, engineering, procurements, processes, and other needed services related to any alternative delivery projects/processes as defined in the Departments Pioneer Program Guidelines, Third Edition.
