Specifications include, but are not limited to:Work under this contract includes evaluation and identification of any actual or potentialdeficiencies that might endanger public safety based on field inspection, review of constructionhistory, and independent evaluation of previous analyses and inspection reports. Written reportsshall be provided detailing the results of the inspection and review. The work also includesreview and update of the Supporting Technical Information documents (STIDs) in accordancewith FERC requirements and as outlined in the schedule of services.A. Conduct field inspection and prepare draft and final copies of the Part 12inspection reports and updated STIDs in accordance with FERC guidelines.B. Give due consideration to all relevant reports on the safety of the project worksmade by or written under the direction of federal or state agencies, submittedunder Commission regulations, or made by other consultants. All previousreports will be made available to the Consultant. A listing of the applicablereports is provided in the reference section of this schedule of services.C. Perform physical field inspection of the project works required theIndependent Consultant (IC) plus at least one additional professionalengineer to physically participating during each field inspection. Review andassess all relevant data including, but not limited to, settlement, movement,erosion, seepage, leakage, cracking, deterioration, seismicity, internal stresses andhydrostatic pressures in project structures, their foundations, and abutments,functioning of foundation drains and relief walls, stability of critical slopesadjacent to the reservoir or project works, and regional and site geologicalconditions.D. Perform specific evaluations of adequacy of spillways, effects of overtopping onnon-overflow structures, structural adequacy and stability of all structures underall credible loading conditions, relevant hydrological data accumulated since theproject was last inspected, history of the performance of the project worksthrough analysis of data from monitoring instruments, quality and adequacy ofmaintenance, surveillance, and methods of project operations for the protectionand safety of the public.
