Neighborhood Area Plans

Specifications include, but are not limited to: A. A thorough analysis that includes:1. A comprehensive review of each areas challenges, opportunities and potential (includingregulatory constraints) for creating walkable urban places and neighborhoods with a highquality of life;2. A review of the City-wide market analysis entitled City of Fredericksburg, Market Reportprepared December 2018 by Streetsense. The review shall apply the findings in the marketanalysis to each Area to address the demand for residential (by unit type), retail, restaurant,service, office, business, creator/maker, and light industrial uses, as appropriate;3. An analysis regarding the sustainability of an area and recommendations on how to bestaddress a neighborhoods incorporation and efficiency within both infrastructure and naturalsystems;B. Plan PreparationArea Plan development shall include extensive resident, property owner, and decision makerinvolvement. This is to be accomplished through a combination of social media, on-line surveys,community meetings, and staff meetings. The proposal shall suggest meeting dates. These meetingsshall be held within each of the Small Planning Areas to the extent practicable (the City will beresponsible for finding locations).;The initial community meetings shall assess the issues, concerns, problems, and amenities of each area.The initial meetings shall include sessions for members of the City Council and Planning Commission, inaddition to the general public, residents, and property owners. A second community meeting is to beheld to provide the results of the analysis and share preliminary proposals that respond to the topicsidentified in the initial meeting. A final meeting shall be held to present the plan recommendations.These policy and ordinance recommendations shall be presented in a public forum with written andgraphic materials in a format appropriate for the formal public hearing process before the PlanningCommission and City Council.;The planning process shall include a Background Analysis of existing planning documents and conditionsunique to each area. Conditions evaluated include natural systems, utility systems, transportationsystems, land use patterns and use types, and the existing forms of development. Once the BackgroundAnalysis is complete, the offeror shall identify the opportunities and challenges in each neighborhood,provide options to address these issues, and recommend the most effective choices. The proposal shallspecify the modes and schedules for public and decision maker involvement. Each planning area effortshall be completed within the nine month periods specified in this contract.
