Specifications

Specifications include, but are not limited to: Task 1 Historic Precipitation Data Collection1) The Contractor must develop Mean Areal Precipitation-Radar estimates based on XMRGsprovided by the WGRFC.2) The WGRFC will provide radar time series data in XMRG format that Contractor will useto derive Mean Areal Precipitation estimates; Task 2 Data Preparation and Analysis1) The Contractor must review all of the data provided by the WGRFC and perform basicquality control on these data by checking for consistency. These data must then be usedfor water balance calculations and model calibration.2) Historical Streamflow Developmenta) The Contractor must review the historical instantaneous and mean dailystreamflow data and quality control these data both before and during thecalibration process.b) The mean daily streamflow data must be used to estimate an average annualbasin runoff for each sub-basin for the calibration period.c) The calibration period must be based on the period of record of the Mean ArealPrecipitation-Radar time series provided by the WGRFC.d) Relationships between monthly streamflow data collected at different gages must beused to estimate runoff during periods of missing data. These estimated data mustnot be used for model calibration, but only for the water balance analysis describedbelow.3) Mean Areal Precipitationa) Average annual estimates of Mean Areal Precipitation Time Series must becomputed for each sub-basin from the time series provided by the WGRFC.b) These annual averages must be compared to data from the Parameter- elevationRegressions on IndependentSlopes Model (PRISM) for the same areas to check forreasonableness.c) The Mean Areal Precipitation data must be used in hydrologic model calibrationand the water balance described below.
