Specifications include, but are not limited to: 5.2 Maternal Mental Health Prevention and Early Intervention ProgramCONTRACTOR(S) shall provide Maternal Mental Health (MMH) Prevention and EarlyIntervention (PEI) services and support s which are designed to prevent P erinatal Moodand Anxiety Disorders (PMAD) from developing, and if they a re p resent, to provideeffective treatment to prevent them from becoming severe and disabl ing.CONTRACTOR(S) staff shall be trained in PMAD and demonstrate an understanding ofeffective approaches for addressing PMAD.5.3 CONTRACTOR(S) shall provide programming which includes Maternal Mental HealthPeers in the delivery of services . CONTRACTOR(S) shall identify a Peer SpecialistTraining that will meet the needs of Montere y County residents and is appropriate foraddressing Maternal Mental Health issues. CONTRACTOR(S) shall be responsible forthe implementation of the training of the Maternal Mental Health Peers (MMHP).CONTRACTOR(S) shall provide ongoing reflective supervision and clinical consultationto assist MMHP in identifying PMAD and linking women to appropriate level of care andprovide access to training on Maternal Mental Health topics to further professionalgrowth and competencies of the MMHP.5.4 CONTRACTOR(S) shall develop partnerships with entities that serve pregnant womenand parenting women who have children up to the age of t hree years who would benefitfrom peer support provided by MMHP. MMHP will provide peer supports, includingemotional, informationa l, instrumental, and affiliation supports. Emotional supportinvolves feelings of empathy, camaraderie, and care, while informational, instrumental,and affiliation support focus es on providing resources. Informational support includesproviding connections and referrals to health and wellness resources through carenavigation; instrumental support provides access to concrete supports such as housing;and affiliation support connects individuals with community resources like communalactivities and events. Peer support can be provided 1:1 and in groups , in settings thatsupport participation, including home visiting and community-based locations. Inclusionof partner involvement in interventions , such as fathers and/or co-parents, is highlyencouraged.5.5 PEI Programs for MMH shall identify groups or populations in Monterey County whoserisk of developing PMAD is greater than the overall average and identify strategies thatfoster protective factors and mitigate risk factors. In Monterey County, women who are athigher risk for PMAD include: Latina and Black/African American women, individualsliving in poverty, and those with limited access to healthcare. P EI programs for MMH shall address functional impairments of PMAD in its early emergence and promoterecovery.
