Specifications include, but are not limited to: Task 1: Project Management and VisioningThe Consultant shall be responsible for the project management activities throughout the life ofthe contract including, but not limited to, managing the schedule, budget, organizing meetings,and managing the project team. The project should include an appropriate number of meetingswith city staff including one (1) kick-off meeting and review meetings at key milestones of theproject. The Consultant shall provide meeting agendas and meeting minutes for each projectmeeting. Consultant is expected to participate in Traffic and Mobility Commission and City Councilpresentations, as needed.The Project Team will establish a vision statement for the Local Roadway Safety Plan. Thedevelopment of the vision statement will be a collaborative effort by city staff and the projectpartners. The Consultant will support staff in presenting the final vision statement and projectapproach to the Traffic and Mobility Commission for public review and comment.Task 2: Stakeholder CoordinationThe Local Roadway Safety Plan will be developed in close partnership with a team of projectstakeholders which shall include individuals who have a vested interest in road safety. TheConsultant shall assist city staff in forming the Project Team and including key internal andexternal stakeholders and shall assist on engaging and coordinating with all stakeholders for theduration of the project. Stakeholders should include decision makers who can further the LRSPprocess by helping to plan, implement, and evaluate the progress of achieving the safety goalsoutlined in the LRSP. A detailed stakeholder engagement plan should be presented in the scopeof work.Task 3: City-wide Roadway Safety AnalysisThe Consultant shall compile all available roadway safety data including 5-year collision data fromthe Crossroads system, the Statewide Integrated Traffic Records System (SWITRS), policeenforcement records, traffic volumes, and other intersection and roadway data. It is expected thatthe Consultant will take the lead in identifying all data needed for the project, collect any requireddata, and will request data that can be provided by the City. The city can provide the annualGrowth Management Plan Traffic Monitoring Program report to the consultant for mid-block trafficvolumes at select locations. The Consultant shall review and analyze the data and identifyroadway safety issues and needs in the City. Some expected outcomes from the analysis mayinclude a hot-spot or a heatmap highlighting the high collision intersections and roadwaysegments, a summary of total number of collisions and collision patterns, rates for types ofcollisions, times of collisions, causes of collisions, and other details necessary to systemicallyidentify roadway safety issues or needs in the City.
