Specifications include, but are not limited to: The Department of Public Safety (Department), Bureau of Highway Safety (ME BHS) is seeking Law Enforcement Liaison services as defined in this Request for Proposal (RFP) document. This document provides instructions for submitting proposals, the procedure, and criteria by which the awarded Bidder will be selected and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder.The Maine Bureau of Highway Safety (ME BHS) is an agency within the Maine Department of Public Safety. The ME BHS administers federally funded grant in-aid programs offered by the U.S. Department of Transportation, National Highway Traffic Safety Administration (NHTSA). These federal funds are used for planning, implementing, and evaluating behavioral highway safety programs and projects with the overall goal of reducing and eliminating the resulting deaths, injuries and property damages caused by motor vehicle crashes. The ME BHS is the leader in coordinating the safety efforts of federal, state and local organizations involved in traffic safety.Law Enforcement Liaison (LEL) are grant funded by the National Highway Traffic Safety Administration (NHTSA). Law Enforcement Liaisons serve the highway safety office, law enforcement community, and key partners by:Encouraging increased participation by law enforcement in High Visibility Enforcement (HVE) campaigns.Encouraging the use of proven countermeasures and evaluation measures.Promoting specialized training such as:Standard Field Sobriety Testing (SFST),Advanced Roadside Impaired Driving Enforcement (ARIDE),Drug Recognition Expert (DRE),Law Enforcement Forensic Phlebotomist (FP) ProgramSoliciting input from the ME BHS partners on programs and equipment needed to impact priority program areas.Law Enforcement Liaisons (LEL) work very closely with MeBHS contracted Law Traffic Safety Resource Prosecutors (TSRP).The LEL Services will assist ME BHS in achieving reduction in its highway safety related goals including:Motor vehicle-related homicidesVehicular crashes involving personal injuries and property damageOperating under the influence of alcohol and/or drugsOperating with a suspended or revoked driver licenseDistracted, drowsy, and erratic driving
