Specifications include, but are not limited to: Existing Conditions/Base Mapping1. Review available DOT/Town reports and drawings.2. Assess the current condition of the bridge, stream channel, and associatedroadway.3. Complete topographic, boundary, and utility survey information as appropriate todocument existing conditions and prepare the base map for the focused structure-type study. Enough property boundary information should bedocumented to determine the extent of required easements or takings, if needed.4. Obtain wetland / stream channel / FEMA information as needed for the focusedhydraulic analysis and the structure-type study; relevant information should alsobe included in the base survey/map.The final survey/base map is a deliverable to the Town. The selected consultantwill provide two sets of paper prints, AutoCAD files, and pdf files of thesurvey/base map.Focused Structure-Type StudyComplete required studies and analyses, including a hydraulic analysis (as needed forthe structure-type study), soil borings, and geotechnical engineering. Prepareschematic design drawings/sketches as appropriate. Note that the DOT is notrequesting a fully detailed structure type study (as would be required in the FederalLocal Bridge Program), but one with enough information and associated cost estimatesto support the selected option for CRCOG review. The same is true for the underlyingstudies (soil borings/geotechnical engineering, hydraulic analysis, survey, etc).Preliminary discussions with DOT and the CRCOG bridge engineers identified concretebox culverts as a viable and cost-effective option, but others included precast concretearch systems (e.g BEBO). The evaluation should not go into depth on options that areobviously not cost-effective or ruled out due to hydraulic or other considerations;however, a brief discussion on these should be included for CRCOG and DOT review.From the Town perspective, an extended closure of this bridge is not desirable, soreplacement options that could include accelerated bridge construction or maintaining atleast one lane of traffic are preferred. The CRCOG has indicated that total bridgeconstruction cost (including construction inspection and administration) should notexceed $2 million.Revised LOTCIP ApplicationIncorporate the focused structure-type study and prepare a revised LOTCIP applicationfor submission to the CRCOG. Note that this will include a description of the selectedreplacement option, cost estimate(s), and supporting information. The fee for this taskshall include attendance/presentation at two (2) CRCOG/DOT meetings and responsesto comments from the CRCOG and its consultant engineer, and DOT.
