Specifications

Specifications include, but are not limited to: 1. The CONTRACTOR shall provide all goods or services and deliverables asrequired, described, and detailed below and shall meet all service and deliverytimelines as specified by the AGREEMENT.2. All transports within the state of California shall be completed by vehicle. All outof-state transports shall be completed by air or vehicle.3. CONTRACTOR agrees to arrange for and take custody of inmate(s) when notifiedby MCSO. MCSO shall make every effort to provide the CONTRACTOR with asmuch as ten (10) days notice, when possible. However, the agency havingcustody may not provide MCSO with adequate notice. In such instances, theCONTRACTOR shall respond and provide transport services if given at least fortyeight (48) hours notice.4. During transport CONTRACTOR shall ensure that each inmate is restrained withproper, standard law enforcement devices as approved by MCSO. These devicesshall be provided by CONTRACTOR and shall include, but not be limited to,handcuffs, waist chains and leg irons. CONTRACTOR shall ensure that inmateswho are transported are not allowed to be restrained to a stationary object, suchas a seat or any part of the vehicle.5. CONTRACTOR shall maintain a fleet of vehicles, and provide to MCSO a list ofsuch vehicles. CONTRACTORs vehicles shall be compliant with all applicableUnited States Department of Transportation regulations, including but not limitedto:a. Welded steel security screening sufficient to separate inmates from transportofficers and to protect transport officers from inmates.b. Welded steel security screening covering vehicle windows and doors inpassenger compartment to prevent escape.c. Vehicle doors of the passenger compartment, which cannot be opened fromthe interior, but accessible only on the exterior by the transport officer.6. CONTRACTOR shall provide an initial list of fleet vehicles, detailing all securityfeatures (pre-manufactured inserts, bars, screens, etc.) to MCSO. Any vehiclesadded to the list must meet the requirements of Section A.5., A.7. and A.8.
