Specifications

Specifications include, but are not limited to: 1. Provide a statement that Offeror has read, understands, and accepts the Exhibit A, Statement of Work (SOW).If Offeror does not accept all portions of the SOW, then provide a marked up redline version of the SOWthat provides applicable alternative language along with supporting explanation to support any alternativestandards/language being proposed. Failure to specifically reject a proposed requirement(s) will be deemedan acceptance of such requirement.2. Describe the Offerors IHOT program and how the program design will meet the requirements in Section 6,Specific Program Requirements of Exhibit A and achieve the objectives in Section 3, Goals and Outcomesof Exhibit A. Description should include:2.1. The proposed location address(es), days and hours of operation and how each facility willaccommodate staff and clients.2.2. The Offerors plan to provide a seventy-two-hour response for high risk individuals who meetLauras Law criteria in acute care hospitals and/or in the community including a process to conductface to face Lauras Law evaluations and a method for expediting face to face assessments into AOTservice.2.3. The Offerors plan to provide outreach to referred individuals and how to engage those individualsinto services.2.4. The Offerors plan to provide education to family members about mental illness and accessingservices.2.5. How Offeror will track outcomes and collaborate with the program evaluation team.3. Describe Offerors ability to meet the staffing and training requirements as described in Section 7, Staffingand Training Requirements of Exhibit A. Offerors response must include the following information:3.1. Staff Charts: Provide a staffing chart that describes the Offerors proposed program and identifiesprogram staff positions and reporting responsibility. Include all proposed volunteer and other nonpaid positions, if applicable. Clearly identify positions designated as bilingual.3.2. Job Descriptions: Provide a one (1) page job description for each staff category in the Program,including all administrative, support, and direct service staff positions by position title, including thespecific positions identified in Exhibit A. Identify primary duties/responsibilities, range of authority,and minimum requirements for employment skills (including linguistic and cultural skills), education,experience, licenses and certifications, etc. Including all volunteer and other non-paid positions.3.3. Cultural Capability: Describe how Offeror shall ensure that program staff are culturally andlinguistically competent to serve the target population. Identify specific proposed staff that will beable to provide bilingual/bicultural services to individuals who prefer to communicate in non-Englishlanguages. If this capability does not currently exist within the program, refer to the appropriate jobdescription(s) that will ensure this capability and what languages they will be fluent in, or describealternate methods to ensure that language-appropriate services are available.
