Specifications

Specifications include, but are not limited to: Project Planning The vendor shall develop a project plan. The project plan will serve as adocument of understanding between Probation and the vendor to ensure project membersand resources are working together toward the same scope and objectives. The project planwill guide the project and communicate project status for deliverables and systems. Requirements Review and Confirmation The requirements review and confirmationprocess will be conducted with the vendor and designated key members of the ProbationProject Team and business subject matter experts. The vendor shall understand anddocument the major functions of IA, identify and document workflows, data collection andrequirements. Setup and Configuration The vendor shall install, setup and configure CMS indevelopment, test, and production environments. The vendor shall perform the followingsetup and configuration tasks:o System Installation The vendor shall perform installation of system componentswhich may include, but not limited to, relational database, web applicationcomponents, system services, email-alert notification system, data file and mediastorage. System installations shall meet Probations licensing and userrequirements.o User Setup and Security The vendor shall configure user accounts, user roles,establish system access and standard security and enable user audit.o Authentication with LA County Active Directory The vendor shall assist withdevelopment efforts with Probation team to implement the single sign-onfunctionality.o Configuration Review Sessions The vendor shall coordinate with ProbationProject Team with the configuration review effort at check points, which will beagreed to by both the Probation Project Director and vendors Project Director.These check point reviews will be used to determine if the effort is on scheduleand meets Probations requirements.o Configuration of System Features and Functionalities The vendor shallconfigure CMS to provide users the ability to manage incidents andinvestigations. At a minimal, users shall have the ability to search/create/updatecases, enters case data, upload and attached evidences, initiate caseassignment/approval workflow, track case status, electronic notifications ofinvolved parties, track case date and tolling, manage investigative log and trackPrison Rape Elimination Act (PREA) cases. The configured system shallinclude all requirements as described in the Solution Requirements, listed inAppendix A. System Interface and Data Integration CMS shall retrieve data dynamically from variousProbation source systems such as the Adult Case Management System, Juvenile CaseManagement System and Employee Human Resource System. The vendor shall utilizeindustry best practice and standards to configure system to retrieve data on an on-demandbasis. The system shall include all requirements as described in the SolutionRequirements, listed in Appendix A. System Reports The vendor shall develop, test and implement standard reports in CMS.The configured system shall include all requirements in the Solution Requirements aslisted in Appendix A. Testing The vendor and Probation project team shall ensure that all components of CMSare thoroughly tested, validated, and accepted. The vendor shall conduct system testing andassist and support the Probation Project Team with performing the User Acceptance Test(UAT).
