Specifications include, but are not limited to: SCOPE OF SERVICES: Fair Housing Analysis of Impediments: In accordance with 24 CFR 5.150, the consultant will be required to conduct focus groups/public meetings and obtain data and analyze, summarize, and incorporate the information obtained into an Analysis of Impediments to Fair Housing (AI) per HUD regulations. CHS will be available to assist the consultant in soliciting required input from other public agencies and jurisdictions (e.g., Collier County Housing Authority, Collier County Health Department, social service agencies, churches and civic organizations, etc.). A portion of the information may be obtained in the form of exiting needs assessments and/or planning documents (e.g., 2016-2020 Analysis of Impediments, Disaster Recovery Plans, Continuum of Care Plan, Collier County Community Housing Plan, Housing Authority Plans, Community Surveys, etc.). The Consultant will: Conduct a focus groups/public meeting in different geographic areas of Collier County to gather fair housing input from a wide range of area residents and protected classes.The consultant will manage the community participation process to include interviews, surveys, focus groups of protected classes, geographic areas, housing providers and the public.Focus groups, surveys and other tools must be provided in English, Spanish and Haitian Creole.Prepare public notices/advertisements in both English and Spanish and in a format ready for publication as required by federal regulations Collect and analyze all required data from a variety of local, state and federal sources. Review the existing County AI and internal process for handling Fair Housing complaints. Monitor any changes to HUD requirements for an AI or AFH during this timeframe, specifically new requirements or modifications and waivers allowed as a result of health pandemics or hurricane declarations. This includes but is not limited to CPD-Notices and HUD Memorandums. Draft the Analysis of Impediments (AI) report (or AFH), including maps, tables and charts, and an executive summary for CHS staff internal review and comment before a public draft is finalized for the 30-day public comment period and Board of County Commission presentation. The Analysis of Impediments to Fair Housing (AI) must contain all the information require by HUD. < > draft plan for the public must be in a Word Document or PDF version that is easily readable by the public. The consultant may be requested to present the Analysis of Impediments to the Board of County Commissioners along with CHS staff. The consultant will be required to produce a final AI draft for review by the public and the Board of County Commissioner, no later than September 30, 2020. At the conclusion of the 30-day comment period, and Board of County Commission approval, (on or about October 27, 2020) the consultant shall prepare a final version of the plan that is ready for the Countys official submission to HUD. The consultant will be responsible for preparing in final form and submitting electronically to HUD after the Countys review and authorization. The Consultant will be responsible for making any revisions required by HUD after submission. The consultant will be responsible for all trouble shooting with HUD relative to the submittal and approval of the AI. Citizen Participation Plan The Consultant will be required to prepare a new 5-Year Citizen Participation Plan (CPP) to include all of the required elements as identified in HUD regulations. The consultant must review the current (2016-2020) CPP and make recommended updates to Collier Countys Citizen Participation Plan process. Required elements of the CPP include, but are not limited to, adoption and amendment processes for Consolidated Plans, Annual Action Plans and the CAPER. The CPP should also include a best practices Disaster Strategy that allows Collier County to quickly and efficiently respond to disasters and pandemics including, but not limited to, hurricanes and national or state declared health crisis. Institutional Structure CHS staff will work with the consultant to provide connections to community resources, residents and neighborhood organizations, non-profit organizations, civic groups, churches and others including private industry, and public institutions. The consultant will assist CHS in identifying gaps in the existing system. The consultant will be responsible for summarizing and incorporating the information obtained into a Citizen Participation Plan as required by HUD regulations.
