Specifications

Specifications include, but are not limited to: a. The Contractor shall provide all service and deliverables as required, described, anddetailed herein and shall meet all service and delivery timelines as specified by thisContract.b. The Contractor shall manage all aspects of HSA for state/higher education, local educationand local government Members enrolled in a Plan sponsored CDHP. Such services shallinclude, but not be limited to, account administration services; account enrollment servicessuch as development, production, and distribution of all account enrollment materials andonline account enrollment processing; employer set-up; program communication andeducation to participating employees and employers; debit card processing; claimsprocessing and reimbursement services in compliance with applicable Internal RevenueCode (IRC); online and telephone support; and management of investment options.c. The Contractor shall also manage all aspects of a flexible spending arrangement for stateand higher education employees for eligible healthcare, DC-FSA and L-FSA spendingaccounts. Such services shall include, but not be limited to, claims substantiation andadjudication, Member communications, debit card processing, customer service, reportingand compliance support. Online enrollment services, provided and hosted by the Contractor,for Higher Education Members FSAs will also be required.d. The Contractor shall work with the State to ensure that the Contractor satisfies applicablerequirements of this Contract, including requirements in the State Plan, Local EducationPlan, and Local Government Plan Documents (referred to as the Plan Documents) whichare located on the States websitehttps://www.tn.gov/partnersforhealth/publications/publications.html > Plan Documents, aswell as all State and Federal Laws.e. Contractor may use the Member SSN as the Member identifier for all HSA and FSAMembers. However, the State will also send on the enrollment file the Edison ID, which theContractor must also populate in its systems as a secondary identifier. The Contractor shall,at the States request, be able to populate the employee Edison ID along with the SSN onany reports delivered to the State.
