Specifications include, but are not limited to: Contractor will assist and consult with Metro Water Services Environmental Compliance Programs by performing various tasks including but not limited to identifying needs for permits, drafting permits, educate grease dischargers, document handling procedures, maintain data collected at various locations, maintain databases, assist in enforcement, and provide reporting to Metro Water Services. Background Fats, Oils, and Grease (FOG) entering Metropolitan sewers causes the following problems: Contributes to cost of cleaning and maintenance of sewer lines, pumping stations, andwastewater treatment plants. Corrosion and odor issues caused by hydrogen sulfide released during degradation of Fats, Oils, and Grease and other food wastes. Reduction in sewer capacities due to flow restrictions. Environmental degradation due to sewer overflows caused by the buildup of FOG in sewer lines and pumping stations. Additionally, such buildup may cause upsets at wastewater treatment facilities which may result in National Pollutant Discharge Elimination System (NPDES) permit discharge violations. There are approximately 5000 Food Service Establishments (FSE) in the MWS database. Mostare permitted and all are monitored for discharge of FOG to the sanitary sewer. FOOD SERVICE ESTABLISHMENTs typically dispose of grease in four ways: Dry solid grease hauled to landfill. Yellow grease hauled by private haulers to renderers. Brown grease hauled by private haulers to Metro or private treatment facilities. Brown grease that bypasses or escapes from grease control equipment due to impropermaintenance and/or operation. Metro Water Services initiated research to implement a FOG Management Program in the summer of 2000 and began implementation of the FOG Management Program on April 1, 2003. Since that time, FOG related sanitary sewer overflows have been reduced by 90% (21 overflows in 2020 vs. 233 in 2002) of their previous level. See Figure 4 of the attached Supporting Graphs PDF for FOG related SSO events per year. METRO WATER SERVICES is seeking a contractor to conduct the field duties of the FOG Management Program that: Will reduce the amount of FOG entering the sewer system. Will increase the amount of FOG hauled to Metro or private facilities for recycling or disposal. Will maintain the high standards of the Program. Investigate FOG related SSOs, Report, and Educate Residential and Commercial FOG contributors. Industrial Pretreatment Program MWS Environmental Compliance section is charged with maintaining and executing the Industrial Pretreatment Program in accordance with Ordinance BL-2010-678 and the Federal Water Pollution Control Act (33 U.S,C, 1251 et.seq.) This division monitors and permits 52 Significant Industrial Users and an additional 50 non-Significant Industrial Users and 8 Satellite Cities. Additionally, MWS permits and monitors dental facilities as part of new provisions within 40 CFR 441. See Figure 7 of the attached Supporting Graphs PDF for the most recent version of the Semi-Annual Report showing size and breadth of MWS Industrial Pretreatment Program. Grease Waste Hauler Program (GWH) MWS Environmental Compliance section ischarged with maintaining and executing the GWH Program which establishes permits for waste haulers, tracks waste pumped amounts, and executes enforcement as necessary.
