Specifications include, but are not limited to: 1. Represent the Authority's interests before the White House and appropriate federaldepartments and agencies to secure essential approvals to advancing plans, programs andprojects. Assist in securing Congressional approvals when appropriate.2. Assist the Authority in securing federal funding for advancing it's capital program.3. When requested, work with the Authority to secure federal approval of desired initiativessuch as those involving: creative public/private partnerships, innovative financingstrategies, or long-term revenue generation through the use of government assets.4. Identify opportunities for and assist in securing traditional and non-traditional federalfunding for mass transit projects related to the introduction of state-of-the-art equipment,intelligent transportation systems, system security needs and "jobs to work" services.5. Identify opportunities for and assist in securing funding for pilot projects, demonstrationprograms, and the introduction of "best practices" to improve service delivery to customers.6. Establish and maintain good working relationships with key Administration andCongressional officials and their staffs.7. Establish and maintain good working relationships with the Philadelphia congressionalmembers and their staffs, in order to maximize the Authority's input and influence in federalmatters relating to public transportation.8. Prepare testimony and written comments on pending federal legislation and regulations tobe presented on behalf of the Authority at federal Administrative and Congressionalhearings,9. Work with Administration and Congressional members and their staffs during annualbudget preparations, to maximize budgetary authorizations.10. Work with key members of the national transit industry, such as the American PublicTransit Association (APTA), other transit advocacy and research organizations, and othermajor national transportation authorities, to assist in developing policy statements andcoordinated positions on federal legislation and regulations.
