Specifications include, but are not limited to: The City of Alamogordo requires a Drainage Master Plan (DMP) for the area draining to Washington Avenue Ditch (FEMA Flow Path #4). The flow path is approximately 8,400 feet long, extending from Indian Wells Blvd. and intersects with the McKinley Channel (FEMA Flow Path #5). Washington Avenue Ditch only conveys runoff from storm event, and most of the year it is dry. However, during major storm events significate runoff rate is typically generated. The analysis should evaluate the capacity of the existing channel and the condition of the existing drainage structures. The evaluation should identify the existing conditions and fully developed conditions for the 10-, 25-, 50-, and 100- year storm events using the 24 hour storm event. The evaluation should identifying alternatives for the improvement of the existing channel and drainage structures for the 10-, 25-, 50-, and 100- year storm events, centerline profiles and identify the benefits and opinion of probable construction cost of each alternate.
