Description: Sweden currently leads the world in the success of their efforts to reduce highway fatalities, with the lowest highway death rates in the world, whether measured in deaths per distance travelled or deaths per 100,000 population, in contrast to Sweden the US is presently at number 9 which is just behind Poland. In about 1998 Sweden realized that about 25% of all fatal crashes occurred on 2-lane highways, which constituted only 14% of their highway system. They set out to improve on that safety performance with 3 alternatives, one of which, called 2+1 Road with Barrier, has proven most effective, providing freeway levels of safety at a small fraction of the cost, including 75% reduction in fatal crashes and 50% reduction in injury crashes compared to the standard 2-lane highways they replaced. Despite its success in Sweden, other European Countries and in Australia this innovative countermeasure has never been deployed in the US. Considering that roadway departure crashes on the Colorado 2 lane rural roads represents a significant safety problem and Swedish 2+1 Road with Barrier (S2+1RwB) has potential to be highly effective in Colorado. The intent of this proposal is to evaluate feasibility and cost-effectiveness of systemic deployment of S2+1RB in Colorado. Background Now that Sweden has demonstrated the value of this innovative configuration, and implemented it widely, other European countries and Australia also have begun to implement 2+1 roads with cable barriers. Sweden has found 2+1 roadways effective in a climate very similar to Colorado. If found feasible and cost-effective CDOT has the opportunity to implement an innovative but proven strategy and be the first State DOT in the nation to implement a 2+1 road with cable barrier. Figure 1 shows typical geometry of the 2+1 design as implemented in Sweden. Figure 2 and Figure 3 are photos of 2+1 roads in Sweden. As part of this research project the study team will first develop Colorado-specific criteria for considering implementation of the S2+1RwB. The criteria should adopt a Countermeasure with Promise approach developed by Hauer, Kononov and Allery; it begins by choosing an effective countermeasure first and then looking for sites where it can be applied cost-effectively. In this case the known countermeasure is S2+1RwB with crash reduction factors (CRF) of 75% for fatal and 50% for injury crashes developed by VTI using the Empirical Bayes before after methodology. Once the criteria are established it should be applied to network screening to identify potential sites susceptible to safety improvement.
