Specifications include, but are not limited to: A. Prior to beginning any remediation work, the Contractor shall create a remediationwork plan within 7 business days that includes monthly milestones and due dates,and will share such work plan with the DHCS Project Representative.B. All electronic documents or data identified by DHCS as in need of remediation shallbe provided to Contractor electronically, unless another method of transfer is agreedupon by the parties. All materials provided remain the property of DHCS and shallnot be retained, copied, distributed, or otherwise held by the Contractor afterconclusion of this agreement.C. The Contractor shall also scan the DHCS website with their own tool and identifytypes of content, English and non-English, on DHCS website needing remediation,including: standard pages, forms (fillable and non-fillable), Office files, and scanneddocuments.D. The Contractor shall remediate all English and non-English non-accessible PDFsand Microsoft Office files to meet the accessibility standards of WCAG 2.0 anddepartment guidelines. Examples include: generating a tagged PDF, organizing andstructuring document tags, adding alternative text and table summaries, addingproper table and list structures, including document properties, identifying artworks(charts/graphs) as needed, verifying color contrast, bookmarking pages, creatingfillable form fields, and ensuring appropriate tooltips are translated and applied to theform fields.E. The Contractor shall remediate all English and non-English non-accessible forms.Non-fillable forms must be converted to electronically fillable forms with appropriatetooltips. There cannot be any change to the content of the documents.F. The Contractor shall not provide translation services that utilize software orautomated systems as the sole methods of translation for tooltips. The State and theContractor shall work cooperatively to ensure that the content of all materials is100% accurate and consistent with the State directions. The Contractor agrees thatall translations must be reviewed and approved by the State.G. Each document shall be verified by using one or more screen readers to test foraccessibility and usability.H. Each document must pass Adobe Acrobats Accessibility checker.I. The Contractor will establish a process for identifying and resolving color contrastissues within documents and provide possible solutions to color contrast issues.J. The Contractor will establish a process for creating and reviewing alternative textneeded for all images, maps, charts, diagrams, or other graphics.
