Specifications include, but are not limited to:MPS is located in Milwaukee, WI and is one of the largest urban k-12 school districts in the United States, servingapproximately 77,000 students at 156 individual schools. MPS is soliciting proposals from qualified professional firms orindividuals to promote, enhance, develop and support Family Leadership Organizations at MPS.MPS is seeking to enhance parent engagement at its campuses. Family Leadership Organizations at every MPS campus are aprimary means for accomplishing this goal. MPS Administrative Policy 1.03(e) sets a goal for MPS to establish a parentorganization in every MPS school, with the organizational format to be determined by the parents. Respondents to this RFPare requested to submit proposals to assist MPS in achieving this goal. MPS is specifically interested in programs that willassist already existing school staff in recruiting and developing parent leaders that will form a new Family LeadershipOrganization and programs that will enhance an already existing Family Leadership Organization.MPS anticipates the allowable cost per solution, per school will be limited to $2,500 or less per year. These programs will befunded by Title I monies. The use of Title I funds is extremely limited and responses should include proposals for leveragingschool staff, such as the Parent Coordinator, at each school. Additionally, all proposals should follow Title I guidelines onhow Title I money can be utilized by school programs. Allowable expenses for the services requested in this RFP under TitleI are highlighted in Exhibit 3.MPS expects that selected respondents will work with the leadership and Parent Coordinator at their assigned school(s) toidentify school issues and develop leadership opportunities for parents, guardians and concerned adults within the schoolcommunity. Annual program success will be based on the following deliverables:a. Working with school leadership and Parent Coordinators to identify valid school issues where parents can have aleadership role in addressing and proposing solutions.b. Conducting at least five (5) meetings with a group of parents to address solutions to the identified school issues byend of the 2016-2017 academic year.c. Create a Sustainability Plan in conjunction with the Parent Coordinator, family participants, and school leadershipfor 2017-2018 academic year, copies of which will be delivered by Respondent to the school site and theDepartment of Family and Community Partnerships by June 15.MPS anticipates that the Leadership Organization Development Grant will be continued for 2017-2018 academic year.Therefore, program success for selected vendors may result in renewal option for next year.
