Specifications include, but are not limited to: . Project NarrativeProvide a detailed narrative that describes the respondents discussionswith CTG if any - on the proposed development program, includingconceptual plans, identifying total gross building area, gross leasable area,net building area, building height, massing, materials and architecturaldesign. The narrative should also explain the proposed uses,management and operations plans, how the design and uses complementand enhance Downtown Culver City and the surrounding neighborhood,and any other special features or amenities provided.;2. Description of Development ProgramProperty zoning is Downtown Commercial (CD), which permits a mixeduse development of up to fifty (50) units per acre with a Community Benefit.One qualifying Community Benefit for this Project would be the provisionof affordable housing and/or micro-housing units within the development.;The Project is also located within a Transportation Priority Area (TPA),which denotes locations within one-half mile of an existing or plannedmajor transit stop.;With affordable housing in a TPA the maximum number of dwelling unitsincreases to sixty-five (65) units per acre, or more pursuant to State densitybonus law. The maximum building height is forty-four (44) feet, unlesssubject to State density bonus law (Government Code Section 65915). AllProject parking requirements may be reduced or waived with a CityCouncil-approved resolution pursuant to Section 17.400.065 Mixed-UseDevelopment Standards with extensive on-site mobility measures. Thedeveloper is encouraged to explore creative lot consolidation to maximizedevelopment opportunity. The development must consider on-site and offsite City mobility measures including a new downtown circulator andTransit Demand Management (TDM). The Project site is located within theDowntown Culver City Business Improvement District (DCCBID). Therelevant zoning and development standards may be found in Section17.220.020 of the Zoning Code.;3. Plans and ElevationsProvide illustrative project plans that include a detailed site plan, floor plans(including dwelling unit sizes) and elevations (Plans). The Plans shall bescaled and dimensioned and include setbacks, heights, colors, materials,design features and building sections. The Plans shall depict the Projectsrelationship to street frontage(s), adjacent properties/uses andconnections to public spaces, common spaces, and potentially includingthe Kirk Douglas Theatre.;4. Financial Pro-formaA blank pro-forma template is included in the RFP package. The pro-formatemplate must be filled in and submitted to the Citys financial consultant.In order to protect sensitive personal information, firms may execute aconfidentiality agreement with the Citys financial consultant. The proforma shall include all costs and revenues including City land saleproceeds, infrastructure costs and operating costs for the residential unitsand arts related use(s).
