Specifications include, but are not limited to: Work as part of a community team to improve behavioral health by addressing the social determinants of health, fostering better coordination, and adding services as needed.Develop an operational plan to advance the pending prioritized recommendations of the KCPHC and the future governing board of directors related to behavioral health crisis care system improvement. These recommendations are likely to include care coordination and operational functions such as a call center and crisis care center. The operational plan is likely to include high-level coordination of existed or expanded programs but could also include creation of new services. Resources will be provided accordingly as recommendations and priorities are fully developed.Develop a budget and financial sustainability plan for these operations.Provide leadership of the behavioral health crisis care system, including primary responsibility to complete startup tasks based on the designs and recommendations of the governing board.Directs and coordinates activities to ensure project progresses on schedule and within prescribed budget.Develop policies and procedures at the governing boards direction in partnership with workgroups that are being formed to help advance this project (Advisory Council, Quality Improvement Committee, and/or the Clinical Practice Committee). Develop competitive and transparent procurement processes for acquiring vendors/service providers for the work contained in the operational plan.Evaluate system performance according to performance metrics and drive quality improvement as appropriate. Work closely with the Administrative Health Officer to facilitate meetings of the KCPHCs various leadership groups working on this behavioral health crisis care system project. Serve as an ex-officio member of the organizations governing board of directors.Provide community information and education designed to increase awareness of behavioral health crisis services to all people within Kent County. Resolve and/or escalate issues in a timely fashion. Prepares reports for the governing board, and others as assigned or needed. Act in an advisory capacity to the township, municipal, and county board of commissioners on matters pertaining to the provision of behavioral health crisis services within Kent County. Work with the community in an interactive manner to gain perspectives necessary for building a system that serves all.
