Specifications include, but are not limited to:The Comprehensive User Fee Study shall include all of the work necessary to complete an assessmentof the costs, both direct and indirect, to provide Planning, Development Engineering, and BuildingSafety services to private development projects and the existing built environment; as well as preparethe associated fee schedules. The City will look to the Consultant to assist in determining whichservice costs should be collected as fixed fees and which as time-and-materials (T&M) fees. Thescope of work for this study shall include the tasks set forth below. If the Consultant recommends thatadditional tasks are warranted, such tasks must be clearly identified in the Consultants proposal:1) Coordinate and meet with selected City staff to review the Project scope, purpose, uses andgoals of the Citys Comprehensive User Fee Study to ensure that the study will be both accurateand appropriate to Elk Groves needs. Review the Project schedule and answer any questionspertaining to the successful development of the study.2) Conduct interviews with City and Contract staff to gain an understanding of processes andoperations related to each fee and the time required to complete each service. Conduct acomprehensive review of the Citys current fee schedules, rates and charges to be evaluated.The Citys current fees for Building, Planning and Engineering can be found on pages 4-13 and34-39 of the Citys 2018 Fee Booklet(http://www.elkgrovecity.org/city_hall/departments_divisions/finance/development_related_fee_information).3) Identify the total cost of providing each City service at the appropriate level and in a manner thatis consistent with all applicable laws, statutes, rules and regulations governing the collection offees, rates, and charges by public agencies including, but not limited to, Proposition 26 andProposition 218.4) Compare service costs with existing recovery levels. This includes service areas where the Cityis currently charging, as well as recommended areas where the City should charge, in light ofthe Citys practices, or the practices of similar cities within the region.5) Recommend potential new fees and charges for services that the City currently provides butdoes not have fees and/or charges established. Recommendations should be based on theCitys costs of providing the services, practices by surrounding cities that may charge for similarservices, industry best practices, and/or the Consultants professional opinion.6) Recommend appropriate fees and charges based on the analysis together with the appropriatesubsidy percentage for those fees where full cost recovery may be unrealistic.
