Specifications include, but are not limited to: Inventory departments university-wide and resource allocation that perform, manage and or overseecompliance activities and resource allocation. Gain an understanding of existing compliance roles, reporting lines and groups/committees. Identify current tools and methodologies utilized for compliance risk management planning andmonitoring. Prioritize the Universitys top high-risk compliance areas, with a particular focus on areas withoutclear accountability/responsibility. Define maturity of current state of compliance governance activities at the system relative to bestpractices in higher education and the U.S. Federal Sentencing Guidelines Seven Elements of anEffective Compliance and Ethics Program. Identify current challenges and areas of ambiguity with regards to compliance. Explore potential structures and enhanced activities to evolve a university-wide compliancegovernance program. Specifically, provide and vet models of successful programs within highereducation and those that are feasible within UMass cultural and budgetary considerations. Optionsmay include consideration of the proper role and membership of the following:o System Compliance Officer and/or other System compliance designated roleso Campus-level compliance roleso System-level and campus-level committee representationo Board of Trustees and senior leadership Provide a written report that summarizes and provides details of scope, observations andrecommendations, including but not limited to the following:o Outline ways to leverage existing resources and subject matter experts on campus to enhanceand improve the current state of the compliance program.o Provide recommendations to remediate gaps between current state practices, best practicesand the Federal Sentencing Guidelines particularly in the areas of oversight and escalation.o Recommend compliance governance framework and programs structure, scope andprotocols of reporting from campuses to the System Office, both in terms of instances ofnoncompliance as well as ongoing reporting.o Provide considerations as to resource allocation and organizational structures to ensureresources are directed to the right areas.o Identify insights to improve compliance risk planning and mitigation methods. Present results to Compliance Group, Campus and System Office Management.
