Specifications include, but are not limited to: The City of Middletown is soliciting proposals for the inspection of approximately 700,000 LF of sanitaryand combined sewer ranging from 6 to 108 diameter. Inspection shall be completed using CCTV andsonar, in accordance with NASSCO PACP Standards. Additional sewer inspections may be added at thediscretion of the City.Sonar will not be performed on sewers with a diameter less than 24 inches. CCTV alone may be used forsewers with a diameter greater than or equal to 24 inches when the flow is less than 25%. CCTV andSonar will be used on sewers with a diameter greater than or equal to 24 inches when the flow isbetween 25%-75%, and Sonar only when the flow in sewers with a diameter greater than or equal to 24inches exceeds 75%.Light cleaning of sewers may be necessary to complete the sewer inspections. An allowance should beprovided for this work as indicated on the Bid Form. The City will provide water and dumping facilities.Given the scope of services outlined, it is anticipated that the project does not require bypass pumping.Manhole inspections are not the primary focus of the condition assessment. However, when visitingmanholes to conduct CCTV inspections, limited data will be collected using mobile devices. The purposeof collecting manhole inspection data will be to determine if there are severe defects present or O&Missues that need to be flagged for follow-up.The contractor shall exercise caution to avoid causing backups or overflow within the collection system.In the event that the contractors equipment becomes stuck in a sewer or a backup is caused, thecontractor shall notify the City immediately and work diligently to return the system to normaloperations and repair any damages caused. The contractor shall be responsible for any fines levied byothers, reimbursement of any City incurred costs, damage cleanup, restoration of flow, and anydisruption of service costs.Additional requirements for data collection and inspections are in included in Appendix C and AppendixD, respectively.
