Specifications include, but are not limited to: 2.1 Provide the City with general guidance, information and recommendationson new developments, emerging trends, innovations and/or legislativechanges affecting the delivery of employee benefits, including changes inthe local and national marketplace, new methods for improving costcontainment in existing plans and any such guidance needed to operate theCitys plan in the most efficacious and cost-effective manner. Thisinformation will be considered by the City for inclusion in the Solicitationdocument, if applicable. Consultant is expected to display innovative andcreative thinking, to actively and aggressively seek opportunities, and to share those ideas with the City as appropriate in relation to the entitys goalsand objectives.2.2 Contractors qualified should quickly become familiar with the areas ofresponsibility and meet desired procurement timelines.2.3 Contractors senior staff specialized in procurement must attend planningand Solicitation development meetings with Benefits and procurement staff.2.4 Provide a monthly billing detailing the name of the staff member(s)performing the work, detailed description of work performed based on thescope of work, date(s) worked, the number of hours worked on theSolicitation, and any other relevant supporting documentation. All workmust be performed in accordance with this Agreement. The monthly billingshall not exceed the total aggregate amount for each Solicitation. SeeExhibit B Fee Schedule.2.5 Provide highly knowledgeable and qualified senior technical staff in theareas of benefit product and services procurements, contract terms, and toserve as the primary point of contact for the City. Designated staff must beknowledgeable and experienced in procurement of employee health benefitplans and services and market trends for each Solicitation servicerequested.2.6 Contractor staff shall return calls and respond to emails within one businessday; sooner if the subject matter is deemed urgent.2.7 Contractor shall assign a highly knowledgeable, professional and qualifiedsenior technical staff member to serve as the primary point of contact to theCity.2.8 Contractor shall also identify a second person to serve as support to theprimary point of contact. This second staff person shall have theknowledge, skills, and ability to serve as a successful back-up to theassigned Senior Contractor whenever needed.2.9 Contractor is expected to recommend in writing all applicable standards andspecific language, to the City to incorporate in its Minimum Qualifications,Scope of Work, Questionnaire, Evaluation Criteria and Pricing, which arereflective of current market trends. Notwithstanding the foregoing, the RFPand the resulting Contract with the successful bidder shall include thestandard terms and conditions required by the City Attorney. 2.10 Contractor will draft RFP documents and ensure all business requirementsare identified and documented, and comply with applicable federal, state,local and City procurement requirements and regulations.
